PAY FIXATION OF RE-EMPLOYED EX-SERVICEMEN

Will the Minister of COMMUNICATION be pleased to state:

(a) whether the Ministry of Communications has instructed Department of Posts to implement the order of Department of Personnel and Training (DoPT) vide ID Note No. 3/1/2024-P.P.Pay (Depn/re- emp) Pt. 5 dated 09.08.2024 mentioned in Establishment Division/P.A.P. Section Department of Posts Dak Bhawan letter no. 02-61/2024-PAP dated 10/09/2024 with respect to the pay fixation of re-employed Ex-servicemen;

(b) if so, the details thereof and the reasons for delay in implementation by the Department;

(c) the number of Ex-servicemen got benefitted with the pay fixation, circle-wise;

(d) whether Ministry of Communications proposes to instruct the Department of Posts to distribute a sample format of pay fixation performa for following the same, Pan India; and

(e) if so, the details thereof?

(a) & (b) The Department of Personnel & Training (DoPT) serves as the formulator of policy and the watch-dog of the Central Government, ensuring that certain accepted standards and norms, as laid down by it, are followed by all Ministries/Departments, including the Department of Posts under the Ministry of Communications. These standards cover various aspects such as recruitment, service conditions, postings/transfers, deputations, and related matters. The DoPT, through its ID Note No. 3/1/2024-P.P. Pay (Dep/Re-emp) Pt.5 dated 09.08.2024 addressed to Department of Posts, merely clarified the applicability of Para 16(2) of OM No. 3/1/85-Estt-(Pay-II) dated 31.07.1986 in a specific case. No new general policy guidelines in the matter of fixation of Pay and Allowances of Ex-servicemen on appointment to Civil posts were issued in the said ID Note dated 09.08.2024. The Department of Posts, subsequently conveyed this clarification so received from DoPT to Delhi Circle with copies to all other Circles through Letter No. 02-61/2024-PAP dated 10.09.2024. Thus, the instructions were promptly disseminated, and there was no delay in their circulation.

(c) to (e) The pay fixation of all Ex-servicemen appointed to civil posts, is governed by the provisions of DoPT OM No. 3/1/85-Estt-(Pay-II) dated 31.07.1986. As clarified by the DoPT in its aforementioned ID Note dated 09.08.2024, the benefit under Para 16(2) of the ibid OM dated 31.07.1986 applies to Ex-Combatant Clerks and Storemen, appointed as Lower Division Clerks, Junior Clerks, and Store Clerks in civil posts. However, in the past five years, no Ex-servicemen have been appointed to the posts of Lower Division Clerks, Junior Clerks, and Store Clerks in the Department of Posts. Therefore, a sample format of pay fixation proforma for implementation across the Circles was not circulated.
