The All India Institute of Medical Sciences (AIIMS) in New Delhi, established as a premier super-specialty tertiary care center, has played a pivotal role in India’s healthcare landscape since its inception. It focuses on providing advanced medical care, research, and specialized training.
In response to the growing healthcare needs due to India’s surging population, the government, particularly under Prime Minister Narendra Modi’s administration, has initiated the establishment of several AIIMS-like institutions across the country. These new hospitals aim to enhance access to specialized medical services, alleviate the burden on existing facilities, and improve overall healthcare quality.
As of now, more than a dozen AIIMS and similar medical institutes have been developed throughout India, each designed to cater to specific regional healthcare demands. These institutions are equipped with state-of-the-art technology and staffed by skilled professionals, ensuring that patients receive high-quality treatment. The expansion of these facilities underscores the government’s commitment to strengthening the healthcare system and addressing the challenges posed by a growing population and increasing health issues.

NEW AIIMS HOSPITAL AND MEDICAL INSTITUTIONS
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the total number of new AIIMS hospitals and super-speciality medical institutions that have been established in the country during the last decade, State/UT-wise;
(b) the details of the budget allocation for health infrastructure expansion and the manner in which it compares with previous years in terms of real healthcare investment;
(c) the details of the progress made in expanding medical college seats increasing PG medical admissions and filling up of faculty positions in Government hospitals;
(d) the manner in which the Government ensures the affordable availability of specialized treatments , including oncology, cardiology and organ transplants, in newly built AIIMS and public hospitals in the country; and
(e) the details of the long-term strategies for making India self-sufficient in medical education, healthcare research and biotechnology advancements?
ANSWER

(a) Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), establishment of 22 All India Institutes of Medical Sciences (AIIMS) has been approved in various States/UTs in the country. Details of AIIMS, State/UT-wise is at Annexure-A.
(b) Details of major schemes of the Ministry for promoting health infrastructure along with budget allocation is at Annexure –B.
(c) Under the Centrally Sponsored Scheme (CSS) for establishment of new Medical Colleges by upgrading district/ referral hospital, 157 new Medical Colleges have been approved, out of which 131 are functional. Under the CSS for strengthening/ upgradation of existing State Government/ Central Government Medical Colleges to increase the number of MBBS (UG) and PG seats, support has been provided for increase of 4977 MBBS seats in 83 colleges, 4058 PG seats in phase-I in 72 colleges and 4000 PG seats in phase-II in 65 colleges.
Following steps have been taken by Government for filling up faculty positions in AIIMS/Central Government Hospitals:
i. Standing Selection Committee has been constituted in each AIIMS as per the provision of the AIIMS Act to facilitate expeditious filling up of vacant faculty positions.
ii. Conduct of Institute of National Importance Combined Entrance Test (INI-CET) and Institute of National Importance Super Speciality (INI-SS) exam twice a year to select Junior Residents (Academic) and Senior Residents (Academic) for various AIIMS.
iii. Conductof Centralized NursingOfficer Recruitment Common Eligibility Test(NORCET) by AIIMS Delhi for recruitment of Nursing Officers twice a year for AIIMS including Central Government Hospitals.
iv. Conduct of Common Recruitment Examination (CRE) by AIIMS Delhi for recruitment of Group B and C non-faculty for AIIMS including Central Government Hospitals.
(d) Ministry of Health and Family Welfare has rolled out and implemented various national schemes and programs to provide accessible, affordable and quality healthcare services to all including the National Health Mission (NHM), Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Besides, quality generic medicines are made available at affordable process to all under Pradhan Mantri Bhartiya Janaushadi Pariyojana (PMBJP) in collaboration with the State Governments. Affordable Medicines and Reliable Implants for Treatment (AMRIT) Pharmacy stores have been set up in some hospitals/institutions. Under PMSSY, in addition to 22 AIIMS, upgradation of 75 Government Medical Colleges have been approved by way of construction of Super Specialty Blocks/Trauma Care Centre.
working within ICMR under its intramural research and outside ICMR institutes to conduct research in the fields of medicine, public health, and allied disciplines under its Extramural Research Programme.
A separate Program is also being implemented to fund projects addressing National Health Research Priorities (NHRP) that are determined based on feedback from multiple stakeholders. Some of the initiatives for promotion of research to address healthcare challenges include Med Tech Mitra Platform, National One Health Mission, “First in the World” Challenge, upgradation of existing Viral Research & Diagnostic Laboratories (VRDLs), development of drugs for rare diseases, ICMR – Research Infrastructure Sharing Ecosystem (I-RISE), UNNATI Initiative (Upgrading Norms for Nutrition, Growth, and Development Assessment of Indian Children) etc.

Annexure A
DETAILS OF MAJOR SCHEMES OF THE MINISTRY FOR PROMOTING HEALTH INFRASTRUCTURE
1. National Health Mission (NHM): Funds are released to States/UTs under flexible pools on a lump sum basis for Development of Infrastructure, Reproductive and Child Health services, Non Communicable Disease programs, Disease Elimination programs, Health System Strengthening,etc.
2. Pradhan Mantri– Ayushman Bharat Health Infrastructure Mission (PM- ABHIM): Under PM ABHIM support is provided to the States and Implementing Agencies for establishment of pandemic resilient infrastructure in rural and urban areas.
3. The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY): The scheme provides support for (i) Setting up of All India Institute of Medical Sciences (AIIMS); and (ii) Up- gradation of existing Government Medical College/ Institutions (GMCIs).
4. Development of Nursing services: The scheme supports upgradation of existing Schools of Nursing (SoN) into Colleges of Nursing.
5. Establishment of new medical colleges attached with existing district/referral hospitals: The scheme aims at Establishment of Medical Colleges in underserved areas and aspirational districts.
