Establishment of New Medical Colleges and Upgradation of Existing Facilities in Delhi
The Ministry of Health & Family Welfare is actively enhancing medical education infrastructure in India through a Centrally Sponsored Scheme (CSS) aimed at establishing new medical colleges linked to existing district and referral hospitals, particularly in underserved areas and aspirational districts. The funding model involves a 90:10 ratio for North Eastern and Special Category States and a 60:40 ratio for other states. Notably, all 157 proposed government medical colleges under this scheme have received approval, with 131 already operational.
Key initiatives to bolster medical education include:
New Medical Colleges: The CSS facilitates the establishment of 157 new medical colleges by upgrading existing facilities, with 131 currently functional.
Upgrading Existing Colleges: Support has been provided to increase MBBS and PG seats across 83 colleges, adding 4,977 MBBS seats at a cost of ₹5,972.20 crore, and 8,058 PG seats in two phases across 72 and 65 colleges, respectively.
Super Specialty Blocks: As part of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 75 projects for the construction of Super Specialty Blocks in government medical colleges have been approved, with 71 completed.
AIIMS Expansion: The Central Sector Scheme has approved the establishment of 22 new All India Institutes of Medical Sciences (AIIMS), with undergraduate courses already launched in 19 of these institutions.
Faculty Shortage Solutions: The government has recognized DNB qualifications for teaching faculty appointments to address the shortage of educators in medical colleges.
Extended Age Limit for Faculty: The age limit for appointments and re-employment of medical college faculty has been raised to 70 years to retain experienced professionals.
These measures reflect the government’s commitment to improving healthcare education and standards across the country.

MEDICAL COLLEGE IN DELHI
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government proposes to establish a Medical College and a 500-bed Hospital in the North East Delhi Parliamentary constituency;
(b) if so, the details thereof including proposed location, budget allocation and timeline for implementation;
(c) whether land has been identified or allocated for this purpose in Karawal Nagar near the Police Academy or in Burari; and
(d) the steps being taken by the Government to strengthen healthcare infrastructure in densely populated urban areas like North East Delhi?

(a) to (d): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others. Under the Scheme, all the envisaged 157 Government medical colleges have already been approved.
The measures/steps taken by the Government to augment the medical education facilities and to improve the medical standards in the country include: –
i. Centrally Sponsored Scheme (CSS) for establishment of new medical colleges by upgrading district/ referral hospital under which 157 new medical colleges have been approved, out of which 131 are already functional.
ii. CSS for strengthening/ upgradation of existing State Government/ Central Government medical colleges to increase the number of MBBS (UG) and PG seats, under which support has been provided for increase of 4977 MBBS seats in 83 colleges with an approved cost of Rs. 5972.20 Cr. , 4058 PG seats in phase-I in 72 colleges with an approved cost of Rs.
1498.43 Cr. and 4000 PG seats in phase-II in 65 colleges with an approved cost of Rs. 4478.25 Cr.
iii. Under “Upgradation of Government medical colleges by construction of Super Specialty Blocks” component of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), a total of 75 projects have been approved, of which 71 projects are complete.
iv. Under the Central Sector Scheme for setting up of new AIIMS, 22 AIIMS have been approved. Undergraduate courses have started in 19 of these.
v. DNB qualification has been recognized for appointment as teaching faculty to take care of shortage of faculty.
vi. Enhancement of age limit for appointment/ extension/ re-employment against posts of teachers/dean/principal/ director in medical colleges upto 70 years.
