The Delhi Development Authority (DDA) has reported that there are currently 19 applications for Conveyance Deeds, with no pending applications as per the new AAWAAS portal. This indicates a streamlined process for the issuance of conveyance deeds for flats allotted under the relevant housing scheme.

As of now, all applications for conveyance deeds are being processed without any backlog. However, it is important to note that the issuance of these deeds is contingent upon the completion of necessary formalities, which include documentation and obtaining a No Objection Certificate (NOC) from the Finance department after all dues have been cleared.

In terms of operational efficiency, since 2021, DDA has fully digitized its housing scheme processes. This transition to an online platform encompasses all aspects of the housing application process—from registration and booking of flats to the issuance of important documents like demand-cum-allotment letters, possession letters, and conveyance deeds. This digital approach not only ensures timely processing and enhances transparency but also allows for better monitoring and reduced human interaction, thereby promoting objectivity within the system.

DELAY IN CONVEYANCE DEED IN “FIRST COME FIRST SERVE HOUSING SCHEME”

Will the Minister OF HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Delhi Development Authority (DDA) has launched a scheme namely “First Come First Serve Housing Scheme” Phase-IV in Dwarka Sector 19-B for MIG flats in June 2023;

(b) if so, the details of the total number of successful applicants who have applied for the Conveyance Deed of flats along with the number of cases pending till date;

(c) the reasons for the long and unnecessary delay in the Conveyance Deed process of the flats;

(d) whether the Government is aware that connivance between some DDA officials and touts is the main reason behind such delays in the Conveyance Deed process;

(e) if so, whether the Government has initiated any inquiry against the DDA officials involved in such delay and wrongdoing to protect the homebuyers, if so, the details thereof and if not, the reasons therefor; and

(f) the steps taken/being taken by the Government to speed up and ensure the time-bound disposal of various works related to DDA flats to facilitate the homebuyers?

ANSWER

(a) Yes.

(b) As per available records on new AAWAAS portal of Delhi Development Authority (DDA), total number of applied cases of Conveyance Deed are 19 and number of of pending applications, as on date, is NIL.

(c) As on date, no application is pending for issuance of conveyance deed in respect of Flats allotted under the said scheme. However, conveyance deeds are issued only after the codal formalities are completed including process of documentation and NOC from Finance after payment to all dues.

(d) No such information is available with DDA.

(e) Does not arise, in view of (d) above.

(f) Since 2021, DDA has transitioned to a fully on line platform for all its housing Schemes. The entire process, including registration, booking of flats, issuance of demand-cum-allotment letters, possession letters, possession slips and conveyance deeds as well as payment of demands is conducted through the online portal. This digitized approach ensures time- bound disposal, enhances transparency and facilitates efficient monitoring of the process. This approach also helps in reducing human interface thereby bringing more objectivity to the system.
