CGHS Beneficiaries and Cashless Health Services: Current Provisions and Limitations
The number of Central Government Health Scheme (CGHS) beneficiaries across the country, including Bihar, is detailed in the attached Annexure. According to the Memorandum of Understanding (MoU) between CGHS and empanelled Health Care Organizations (HCOs), eligible beneficiaries—including Central Government pensioners, former and current Members of Parliament, freedom fighters, and serving employees of the Ministry of Health and Family Welfare (MoHFW), CGHS, and Directorate General of Health Services (Dte. GHS)—can access cashless health services through the National Health Authority’s (NHA) IT platforms at designated hospitals and diagnostic centers.
However, it is important to note that there are currently no proposals under consideration to extend cashless treatment facilities in CGHS empanelled hospitals to all serving Central Government employees for outpatient (OPD) or inpatient (IPD) services.

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the number of CGHS beneficiaries in the country, State-wise including Bihar;
(b) whether all beneficiaries registered under CGHS are provided cashless treatment in CGHS empanelled hospitals;
(c) if so, the details thereof and if not, the reasons therefor;
(d) whether the Government proposes to extend cashless treatment facilities in CGHS empanelled hospitals for all serving Central Government employees in OPD/IPD; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) to (e) Number of CGHS beneficiaries in the country, Statewise including Bihar, is attached at Annexure. As per MoU signed between CGHS and empanelled Health Care Organizations (HCOs), all Central Government pensioners, Ex- Members of Parliament, Sitting Members of Parliament, Freedom fighters, serving employees of MoHFW, CGHS and Dte. GHS and such other categories of CGHS card holder beneficiaries along with their dependents having a CGHS Card, as notified by the Government time to time, can avail cashless health services through NHA’s IT platforms at CGHS empanelled hospitals and diagnostic centres.
There is no such proposal under consideration to extend cashless treatment facilities in CGHS empanelled hospitals for all serving Central Government employees in OPD/IPD.
