8th Pay Commission: Upcoming Salary Revisions and Fitment Factor Discussions

The establishment of the 8th Pay Commission is imminent, with plans to consult various stakeholders regarding the fitment factor for salary revisions for government employees. Recent insights from employee union leaders suggest that the commission may propose a lower fitment factor than previously expected, particularly if the government decides to merge the dearness allowance (DA) with basic salary.

Employee forums have been advocating for a fitment factor in the range of 2.57 to 2.86. However, insiders indicate that if the DA is officially merged into the basic pay, the recommended fitment factor could be reduced significantly. This potential adjustment would directly impact salary calculations and pension revisions, possibly resulting in lower increments than those discussed in recent reports.

The fitment factor is a critical multiplier used in revising salaries and pensions for government employees. The 7th Pay Commission, implemented in 2016, established a fitment factor of 2.57. A senior representative from the National Council-Joint Consultative Machinery (NC-JCM)—comprising union leaders and bureaucrats—has expressed expectations for at least maintaining or increasing this factor during discussions.

Historically, the merging of DA with basic pay occurred under the 5th Pay Commission when the DA exceeded 50%. While this practice was discontinued by the 6th Pay Commission, the 7th Pay Commission proposed its revival, which the government did not accept at that time.

Currently, the DA stands at 55% of the basic pay set by the 7th Pay Commission. If the proposal to merge 50% of this DA with the basic pay is approved, the minimum base salary could rise from ₹18,000 to ₹27,000 even before the implementation of the 8th Pay Commission. This revised base salary would then be subject to the new fitment factor, potentially leading to more significant salary increments.

Despite ongoing discussions, the Ministry of Finance recently clarified in Parliament that it is not currently considering any proposals to integrate DA with the basic pay. However, union leaders suggest that this does not entirely rule out the possibility of such a merger in the future.

The formal setup of the 8th Pay Commission is expected soon, with the panel conducting deliberations with various stakeholders before submitting its recommendations on the fitment factor and other salary and pension revision modalities. The outcomes of these discussions will be closely monitored by employees and unions, as they will play a crucial role in shaping government compensation structures moving forward.
