AYUSHMAN BHARAT DIGITAL MISSION (ABDM)

Will the Minister of HEALTH and FAMILY WELFARE be pleased to state:

(a) the details of the progress made under the Ayushman Bharat Digital Mission (ABDM) in financial year 2024-25 in terms of Health ID generation, Health Professional Registry (HPR), and Health Facility Registry (HFR);

(b) the number of healthcare facilities and professionals registered under ABDM in the financial year 2024-25 across the country, State/UT-wise;

(c) the total financial incentives disbursed under the Digital Health Incentive Scheme (DHIS) to encourage hospitals and clinics to adopt digital health solutions;

(d) the number of beneficiaries registered and vaccine doses recorded under the U-WIN Portal since its launch; and

(e) the measures being taken by the Government to ensure interoperability, data security, and privacy in India’s digital healthcare ecosystem?

ANSWER

(a) to (e) As on 17.03.2025, a total 17,30,67,913 ABHA earlier known as Health ID have been created, 2,73,055 health care professional have been registered on health professional registry (HPR) and 1,49,257 healthcare facilities have been registered on health facility registry in the financial Year 2024- 25.

The state/UT wise number of verified registrations of healthcare facilities and professionals in the HFR and HPR, respectively, in the financial Year 2024- 25 (from 1st April 2024 to 17th March 2025) is at Annexure-A.

The digital health incentive scheme (DHIS) was launched from 1st January 2023 for promoting digitization of healthcare and encouraging adoption of ABDM. Under the DHIS, financial incentives are being provided to healthcare facilities and health technology companies. As on March 17, 2025, a total of Rs. 73,28,18,430 has been disbursed as financial incentives under the DHIS.

As on 17th March 2025, more than 1.84 crore beneficiaries have been registered and 9.47 crore vaccine doses have been recorded on U-WIN since its launch.

The Ayushman Bharat Digital Mission (ABDM) has been launched by the Government of India for promoting digitization of healthcare and creating an open interoperable digital health ecosystem for the country. It aims to do so by prescribing common health data standards and developing core modules such as registry of citizens, health facilities, healthcare professionals etc required for interoperability; so that various digital health systems can interact with each other by enabling seamless sharing of data across various healthcare providers who may be using different digital health systems.

‘Privacy by design’ is one of the key guiding principles of ABDM and is implemented following the principles of federated digital architecture. Hence, there is no centralised repository of health records. ABDM facilitates secure data exchange between the intended stakeholders on ABDM network after the patient’s consent. Through ABDM enabled applications, patients will also be able to securely store their digital health records on their devices, securely access their records online, and securely share their health records with healthcare providers after their consent. The information technology Act 2000 along with policies and guidelines including but not limited to health data management policy, sandbox guidelines etc. published by ABDM from time to time lay down the regulatory and policy framework for the regulation of ABDM.
