National Medical Commission (appointment of Officers and Staff) Recruitment (Amendment) Rules, 2023

NOTIFICATION
New Delhi, the 10th October, 2023.
G.S.R. 730(E).—In exercise of the powers conferred by sub-sections (5) and (6) of section 8 read with section 56 of the National Medical Commission Act, 2019 (30 of 2019), the Central Government hereby makes the following rules to amend the National Medical Commission (appointment of Officers and Staff) Recruitment Rules, 2021, namely:-
1. (1) There rules may be called the National Medical Commission (appointment of Officers and Staff) Recruitment (Amendment) Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Medical Commission (appointment of Officers and Staff) Recruitment Rules, 2021 in the Schedule, for serial number 1 relating to the post of Member (Examination Cell) and the entries relating thereto in columns (1) to (13), the following shall be substituted, namely:-

By Deputation: Officers of the Central Government or State
Governments or Union Territory Administrations or Armed
Forces Medical Services or autonomous or statutory
organisations or Public Sector Undertakings or
Universities or recognized research institutions:

(i) holding analogous post on regular basis in the parent
cadre or departments; or

(ii) with five years service rendered after appointment
to the post on a regular basis in Level 13 in the pay
matrix (Rs 1,23,100 – 2,15,900) or equivalent in the
present cadre or department; and

(iii) possessing Degree in Bachelor of Medicine and
Bachelor of Surgery from a recognised University with a
post graduate medical degree;

(iv) having at least ten years of experience in
teaching and conducting exams in medical colleges;

(v) should have been a professor for at least five
years.

Note 1:The period of deputation including
the period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some
other organization or Department of the Central
Government shall ordinarily not exceed three years.

Note 2:The maximum age-limit for
appointment on deputation shall be not exceeding fifty-eight
years and for appointment on short term contract basis
shall be not exceeding sixty-seven years as on the closing
date of receipt of applications.

Note 3:The Selection Committee, as per
column (12), shall be competent to relax any condition in
deserving cases.

(iii) Director, All India Institute of Medical Sciences,

(iv) having at least ten years of experience of providing
information technology and administration support for smooth
conduct of the examinations in Institutes of National
Importance or National Testing Agency or recognised
University or Institute;.

(v) experience of conducting examinations.

Desirable: Specialisation in Information Technology or
Human Resource Management.

Note 1:The period of deputation including
the period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some
other organization or Department of the Central Government
shall ordinarily not exceed three years.

Note 2:The maximum age-limit for
appointment on deputation and for appointment on short term
contract basis shall be not exceeding fifty-eight years as
on the closing date of receipt of applications.

Note 3:The Selection Committee, as per
column 12, shall be competent to relax any condition in
deserving cases.

(ii) Director General, Indian Council of Medical
