The total number of Central Universities is 49 and a State-wise list of 49 Central Universities

(a)  The total number of Central Universities is 49 and a State-wise list of 49 Central Universities, including the State of Gujarat is enclosed at Annexure –I. Out of 49 Central Universities, 41 Central Universities are under the purview of the Ministry of Human Resource Development (MHRD).

(b)  The details of sanctioned Teaching and Non-Teaching posts in 41 Central Universities under the purview of MHRD enclosed at Annexure – II.

(c)  The number of teachers belonging of SCs/STs/OBCs in 41 Central Universities under MHRD is as under:

Reservation for EWS category for teaching posts in Central Universities is applicable in accordance with DoPT OM No.36039/1/2019-Estt. (Res.) dated 19th January, 2019 which provides that 10% reservation would be provided for Economically Weaker Sections (EWS) in Central Government posts and service and would be effective in respect of all direct recruitment vacancies to be notified on or after 01.02.2019.

(d) & (e)  The total number of vacancies in Teaching posts and Non-Teaching Posts in 41 Central Universities is 6911 and 13112 respectively.

The vacancies exist in all the categories including reserved categories of Scheduled Castes, Scheduled Tribes and Other Backward Classes. The category-wise sanctioned strength and vacancies of teaching posts are as under:-

The University Grants Commission (UGC) vide its D.O. letter  No.F.1-14/2019  (CPP-II) dated 4th June, 2019 has prepared the Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment which has been circulated to all Universities to adhere to the guidelines. The Universities have also been requested to take steps to ensure that the vacancies in the University as well as in the Colleges affiliated to University are filled up at the earliest.

The UGC also issued instructions from time to time to all Universities for (i) implementation of Scheduled Castes/ Scheduled Tribes/ Other Backward Classes/ Persons with Disabilities reservation policy of the Government /UGC (ii) display of reservation roster on University website and (iii) filling up of remaining identified backlog reserved vacancies of these categories in teaching and non-teaching posts.

Besides this, a number of other steps taken to fill up the vacant teaching posts including reserved category posts in Central Universities, include regular monitoring by Ministry/UGC, review during various meetings including Visitor’s Conference, providing of Visitor’s nominees for Selection Committees, increase in age of superannuation to 65 years, re- employment of retired teachers beyond the age of 65 years, etc.

With regard to non-academic posts, UGC advised all the Central Universities that the vacancies available against sanctioned non-teaching positions including above said categories can be filled up by the University if the teaching to non-teaching ratio is less than 1:1.1 as prescribed by Govt. of India.

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

  • (a) the details of the Central Universities (CUs) under the control of the Union Government at present, State-wise including Gujarat;
  • (b) the State and CU-wise number of teaching and non-teaching staff in the said CUs;
  • (c) the details of the number of teachers belonging to Scheduled Castes (SCs)/Scheduled Tribes (STs)/Socially and Economically Backward Classes (SEBCs)/ Economically Weaker Sections (EWS) categories appointed in these universities in the country;
  • (d) the number of vacancies in teaching and non-teaching categories of employees in the said universities at present along with the proposal of the Government to fill up those vacancies; and
  • (e) whether the percentage of SC/ST/ SEBC/EWS teachers is very low and if so, the details thereof and the reasons therefor along with the steps taken/being taken by the Government in this regard?
