(a) As per the Constitution, scientific management of Municipal Solid Waste (MSW), in accordance with the provisions of Solid Waste Management Rules, 2016, is primarily a function of the Urban Local Bodies (ULBs) and State Governments/ Union Territories(UT).
The total waste generated in the major ULBs (having population more than 10 Lakhs) is 67,000 Tons per Day (TPD), while the waste processing capacity in these ULBs is 58,000 TPD.
(b) Under Swachh Bharat Mission-Urban (SBM-U), Government of India is supplementing the efforts of ULBs and State Governments/ UTs in achieving 100% scientific Municipal Waste Management by provision of financial assistance up to 35% of the Solid Waste Management (SWM) project cost. In addition, the State Electricity Distribution Companies are mandated to purchase 100% power generated by Municipal Solid Waste (MSW) based Waste to Energy (WTE) plants at the generic tariff notified by State Electricity Regulatory Commission (SERC). Market Development Assistance (MDA) is provided @ Rs. 1,500/- per MT of compost produced by Waste to Compost (WTC) plants.
(c) The State/UT-wise details of the funds released for SWM component to the States/UTs under SBM(U) during the last three years and current year is annexed.

- (a) whether there is lack of infrastructure for processing and recycling plants for scientific management of municipal solid waste as per the provisions of the Solid Waste Management (SWM) Rules, 2016 in major urban bodies across the country;
- (b) if so, whether the Government is implementing any scheme to provide financial assistance for setting up scientific management of solid waste in municipalities and urban bodies; and
- (c) if so, the details thereof indicating the financial assistance provided by the Government to all States/UTs including Tamil Nadu during each of the last three years and the current year, State/UT-wise?
