Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:

(a) whether the Government has launched the Rajiv Gandhi Scheme for Empowerment of Adolescent Girls– Sabla, if so, the details thereof along with the achievements made there under so far;

(b) the criteria fixed for identifying the beneficiaries under this scheme along with the number of adolescent girls benefited there under since its inception;

(c) the scheme to raise awareness about this scheme and the outcome thereof ;

(d) the details and the outcome of the performance review of the said scheme along with the challenges being faced in its implementation; and

(e) whether the said scheme is proposed to be expended to additional districts, if so, the details thereof and the steps taken thereon indicating the quantum of nutritional supplements released there under during the last three years and the current year , States / UT-wise?

(a) to (b) Rajiv Gandhi Scheme for Empowerment of Adolescent – SABLA was launched in 2010 in 200 districts in the country on pilot basis by replacing Kishori Shakti Yojna (KSY) and Nutrition Programme for Adolescent Girls (NPAG) to enable the Adolescent Girls for self-development and empowerment, to improve their nutrition and health status, promoting awareness about health,  hygiene, nutrition, Adolescent Reproductive and Sexual Health (ARSH) in the age group of 11-18 years. Subsequently, Government approved expansion and universalisation of the Scheme for Adolescent Girls in a phased

manner in the age group of 11-14 years i.e. in additional 303 districts in 2017-18 and the remaining districts in 2018-19. Accordingly, in 2017-18, the scheme was extended to additional 303 districts across the country and w.e.f. 01.04.2018, the Scheme for Adolescent Girls has been extended to the all the districts of the country and erstwhile scheme Kishori Shakti Yojna has been phased out.

The Anganwadi Worker shall undertake home visits in her area, with the help of PRIs, school teachers and other stakeholders to identify out of school girls in the age group of 11+ to 14 years and advise the girls to register themselves under the scheme for availing the services. Nutrition beneficiaries under Scheme for Adolescent Girls during last three years is at Annexure-I.

(c) & (d) Intensive IEC campaign and Community mobilization is envisaged in the Scheme to raise the awareness through activities such as mid-media activities, kala jathas, street plays etc. Periodical review is conducted from time to time and the Scheme is also covered under Output Outcome Monitoring Framework of Ministry of Finance.
