HOUSING FOR ALL IN MAHARASHTRA

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of Tier-I cities identified in Maharashtra under the first phase of ‘Housing for All’ by 2020;

(b) the details of the funds earmarked for these cities during the current financial year;

(c) the details of the amount released to Maharashtra under the first phase of the said mission as on date;

(d) whether no  specific  proposals have  been  made  in providing housing to the urban destitute in these cases; and

(e) the measures taken by the Government for proper monitoring for timely completion of these schemes?

(a)& (b) All statutory towns as per census 2011 and towns notified subsequently including Notified Planning/Development Areas in Maharashtra as well as in other States/UTs are eligible for coverage under PMAY (U) Mission. In the case of Maharashtra, a list of Class-I cities along with the central assistance sanctioned during current Financial Year is enclosed at Annexure-I.


(c) PMAY(U) has no provision of phase-wise covering of cites/towns. All statutory towns as per census 2011 and towns notified subsequently including Notified Planning/Development Areas are eligible for coverage in the Mission. So far, an amount of Rs.5,681.65 crores has  been released to Maharashtra under PMAY(U).

(d) Yes, Sir. However, urban destitute can avail benefit under various components of PMAY(U), if otherwise eligible as perscheme guidelines.

(e) The following measures have been taken by Government for proper monitoring for timely completion of the scheme – –

  • Central Sanctioning and Monitoring Committee (CSMC) constituted under the chairmanship of Secretary, MoHUA generally meets every month to sanction central assistance for new projects and reviews the progress of the Mission
  • Ministry monitors progress of the Mission  through periodic review meetings, video-conferences and field visits.
  • State Level Sanctioning and Monitoring Committee(SLSMC) under chairmanship of Chief Secretary of the concerned State/UT reviews the progress of implementation of the Mission at the State level.
  • The scheme is also being monitored through periodic MIS reports from States/UTs.
  • Payment through Direct Benefit Transfer (DBT) Mode and Aadhaar seeding of beneficiaries for transparency and accountability.
  • Use of Information/Space Technology through PMAY(U)- MIS (Management Information System), Bhuvan Portal, PFMS (Public Financial Management System) and Geo- tagging/Geo-fencing of sanctioned houses for effective monitoring.
