Chhattisgarh government has launched Godhan Nyay Yojana छत्तीसगढ़ सरकार ने गोधन न्याय योजना शुरू की है
छत्तीसगढ़ देश का पहला राज्य होगा जहां सरकार गोबर खरीदी का काम करेगी. मुख्यमंत्री भूपेश बघेल ने प्रेस कॉन्फ्रेंस कर ऐलान किया है कि हरेली त्योहार से छत्तीसगढ़ में गोबर खरीदने के लिए गोधन न्याय योजना की शुरुआत की जाएगी.
इस योजना को अमल में लाने के लिए सरकार ने 5 मंत्रियों की समिति और अधिकारियों की एक अन्य समिती बनाई है. मंत्रिमंडल की समिति गोबर खरीदने की दर तय करेगी, जबकि मुख्य सचिव की अध्यक्षता में बनी समिति गोबर से बनी खाद खरीदने की व्यवस्था करेगी.
सीएम भूपेश बघेल ने मंत्रिमंडल के सदस्यों के साथ प्रेस कॉन्फ्रेंस में बताया कि छत्तीसगढ़ में गौठानों की संख्या 2200 हो गई है, जबकि 28 सौ गौठान निर्माणाधीन है. छत्तीसगढ़ में कुल गौठानों की संख्या 5 हजार हो जाएगी. बहुत से गौठानों में शेड निर्माण हो रहा है. कई में वर्मी कम्पोस्ट पीट तैयार किया जा रहा है. साथ ही गौठानों में वृक्षारोपण का काम भी चल रहा है.

सीएम ने कहा कि खुले में मवेशी चराने की परंपरा नुकसानदायक है. जब तक गौ पालन फायदेमंद नहीं होगा तब तक समस्या बनी रहेगी. अब गौ पालन अनार्थिक हो चुका है. मुख्यमंत्री ने बताया कि कई राज्यों में मवेशीयों की वजह से लोगों की हत्याएं भी हुई हैं. इससे बचने के लिए गौ पालन को फायदेमंद बनाने की शुरुआत हो रही है. गौ पालन को फायदे का सौदा बनाने के लिए गोबर के खरीदी की व्यवस्था करनी होगी.
मुख्यमंत्री भूपेश बघेल ने कहा कि देश में छत्तीसगढ़ सरकार पहली सरकार है जो गोबर का प्रबंधन करने जा रही है. हर गांव में गोठान समिति बनाई गई है. स्वयं सहायता समूहों के माध्यम से घर के और गौठान के गोबर तौलकर खरीदा जाएगा. उससे बनने वाले वर्मी कम्पोस्ट को सहकारी समीतियां सोसायटी के माध्यम से खरीदेंगी.
Chhattisgarh government has launched Godhan Nyay Yojana on 25 June 2020 to promote animal husbandry and make it more commercially profitable practice. The CG state becomes first Indian state to buy cow dung from cattle owners. This Godhan Nyay Scheme will prevent open grazing by cattle and solve the problem of stray animals on roads and for environment conservation. This innovative scheme will be implemented in the Chhattisgarh state from the day of Hareli festival.
Chief Minister Mr. Bhupesh Baghel provided aforementioned info. about the Godhan Nyay Yojana at the online press conference from his residence office. Through the new scheme, animal husbandry and cow-dung management to become more profitable for livestock owners. The implementation of this cow dung procurement scheme will generate employment opportunities and result in additional income.
In this scheme, cow dung would be procured on fixed rate and vermi compost to be sold from cooperative societies. 5 member sub-committee constituted under the Cabinet will determine procurement rate of cowdung. Committee of Secretaries chaired by Chief Secretary to finalize the entire procedure of cowdung management.

What is Godhan Nyay Yojana?
Under Gothan Nyay Yojana, the Chhattisgarh government will procure cow dung from livestock owners at a fixed procurement rate.
Who will fix the Cow Dung Procurement Rate?
Under the Godhan Nyay Scheme, the procurement rate of cow dung would be decided by a 5 member sub-committee of Cabinet. This cabinet sub-committee will be chaired by Agriculture and Water Resource Minister Ravindra Choubey within 8 days. This committee will include Forest Minister Mr. Mohammad Akbar, Cooperatives Minister Dr Premsai Singh Tekam, Urban Administration Minister Dr Shiv Kumar Daharia, Revenue Minister Mr. Jaisingh Agrawal. The procurement rate of cow dung will be fixed after deliberating upon the suggestions received from the livestock owners, farmers, cowshed operators and other experts.

The CG Godhan Nyay Yojana has been launched to fix the problem of strays and to benefit the farmers and cattle owners. Chhattisgarh state has a tradition of cattle grazing in open which is harmful for cattle as well as the crops of farmers. In addition to this, stray animals on roads of cities are major cause of road accidents resulting in loss of lives of both livestock and humans. The cow-owners often leave their cows astray after milking which is a root to various problems.

With the implementation of Godhan Nyay Yojana, the livestock owners will provide proper fodder-water to their cattle and keep them tied at their place. What will the CG State Govt. will do with the procured cow dung?
The procured cow dung would be utilized for the production of vermicompost fertilizer. This fertilizer can be sold through cooperative societies to meet the fertilizer requirement of the farmers as well as that of the Agriculture, Forest, Horticulture and Urban Administration Department for various plantation campaigns. The CG State Urban Administration will be responsible for the procurement of the cow dung. The state government will also make other arrangements for the marketing of additional organic fertilizer.

Background of CG Godhan Nyay Yojana
In the past 1.5 years, CG state govt. has made consistent efforts to strengthen rural economy through Narva, Garua, Ghurua, Bari scheme. Gauthans are being built to conserve and nourish livestock in villages. Till date, the state govt. has constructed cowsheds in 2200 villages and in the next 2 to 3 months, around 5,000 villages will be equipped with Gauthan facilities as livelihood centers. Here, vermi compost are being made on a large scheme with the help of women self-help groups.
This Godhan Nyay Scheme will bear long-term results and will prove to be beneficial for rural economy as well as state’s economy. This scheme will also help in generating employment in rural areas. CM urges farmers, livestock owners and intellectuals to provide suggestions regarding procurement rate of cowdung in the state. Upon implementation of this scheme, Livestock owners will provide proper fodder-water to their cattle and keep then tied at their place. Cowdung so collected can be sold for additional profit.
