Delhi, the 17th November, 2020

Deputy Director Press Secretary Editor
No. 6(6)/2014-15/DIP/Estt/3102.—In exercise of the powers conferred by proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, Notification No. F. 24/78/68- DH(s), dated the 24th September, 1968 and No. F. 27/59-HIM (i), dated the 13th July, 1959, and in supersession of this Government’s Notification No. F. 2(10)/83-S.II dated-01.06.1984 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, after consultation with the Union Public Service Commission, is pleased to make the following rules for the post of ‘Deputy Director/Press Secretary/Editor’ in the Directorate of Information and Publicity, Government of National Capital Territory, Delhi, namely:-

1. Short title and commencement:- 

(i)   These rules may be called the Deputy Director/Press Secretary/Editor Recruitment Rules, 2020.

(ii)  They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of posts, classification and pay level in the Pay Matrix:- The number of said post, its classification and level in the Pay Matrix shall be as specified in columns 02 to 04 of the Schedule attached with these rules.

3. Method of recruitment, age limit qualification, etc.:- The method of recruitment to the said post, age-limit, qualification and other matters relating thereto, shall be specified in columns 05 to 13 of the said Schedule.

4. Disqualifications:- No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax:– Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving:- Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

Age-limit for direct recruits.

:

Not applicable.

7.

Educational and other qualifications required for direct
recruits.

:

Not applicable.

8.

Whether age and educational qualifications prescribed for
direct recruits will apply in the case of Promotees.

:

Not applicable.

9.

Period of probation, if any.

:

Two years for Promotees.

10.

Method of recruitment: Whether by direct recruitment or by
promotion or by deputation/absorption and percentage of the
vacancies to be filled by various methods.

:

By promotion failing which by deputation (including Short
Term Contract).

11.

In case of recruitment by promotion/deputation/absorption,
grades from which promotion/ deputation/ absorption to be
made.

:

Promotion:

Information Officer in Level 7 (Rs. 44,900-1,42,400) in the
Pay Matrix with seven years regular service in the grade
and having successfully completed training of 02 to 04
weeks as prescribed and sponsored by the department.

Note:

Where juniors who have completed their
qualifying/eligibility service are being considered for
promotion, their seniors would also be considered provided
they are not short of the requisite qualifying/eligibility
service by more than half of such qualifying/eligibility
service, or two years, whichever is less, and have
successfully completed their probation period for promotion
to the next higher grade alongwith their juniors who have
already completed such qualifying/eligibility service.

Deputation (Short Term Contract):

Officer under the Central Government/State
Governments/Union Territory Administrations/ Public Sector
Undertakings/Statutory or Autonomous Bodies/Recognised
Universities/ Recognised Institutes:

(A) (I) holding analogous posts on regular basis in Parent
Cadre/Department; or

(II) with five years regular service in Level-9/Level-10 in
the Pay Matrix or equivalent in the parent
cadre/department;

And

(B) possessing the following educational qualifications and
experience:

Essential:

1. (A) (I) Degree from a recognised University/Institute;

(II) Diploma/Post Graduate Diploma in Journalism/ Mass
Communication/Advertising and Public Relations from a
recognised University/Institute.

or

(B) Degree in Journalism/Mass Communication from a
recognised University/Institute; and

2. Seven years experience of Journalism/Publicity/Public
Relation work in a Government Department/Public Sector
Undertaking/ Autonomous or Statutory Body/News Agency/News
Channel/ Newspaper registered with the Registrar of
Newspapers for India.

3. Should have studied Hindi language up to 10th Class.

Note 1:
The departmental officers in the feeder category who are in
the direct line of promotion will not be eligible for
consideration for appointment on deputation. Similarly,
deputationists shall not be eligible for consideration for
appointment by promotion.

Note 2:
Period of deputation (including Short Term Contract)
including period of deputation (including Short Term
Contract) in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation/department of the Central Government shall
ordinarily not to exceed four year. The maximum age limit
for appointment by deputation (including Short Term

Contract) shall be not exceeding 56 years as on the closing
date of receipt of applications.

12.

If a Departmental Promotion Committee exists, what is its
composition.

:

Group

‘A’ Departmental Promotion Committee:

1. Chairman/Member, Union Public Service
Commission-Chairman.

2. Secretary (Services), Delhi -Member.

3. Secretary (PR), Delhi -Member.

Group

‘B’ Departmental Confirmation Committee
:-

1. Chief Secretary, Delhi -Chairman.

2. Secretary (Services), Delhi -Member.

3. Secretary (PR), Delhi -Member.

13.

Circumstances in which Union Public Service Commission is
to be consulted in making recruitment.

:

Consultation with the Union Public Service Commission
necessary for promotion and deputation (including Short
Term Contract).
