Counselling for Admission in Medical Colleges

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of the existing arrangement regarding the counselling for Undergraduate (UG) and Postgraduate (PG) medical admissions across the country;

(b) whether  National  Medical  Commission  (NMC)  has  proposed  a  centralized counselling system for UG and PG admissions in the medical colleges;

(c) if so, the reasons/justifications thereof;

(d) whether it is not infringing on the rights of the States leading to disturbance in allocation of UG seats to/against various quotas; and

(e) if so, the reasons for insisting on centralized counselling by NMC and Union Government?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 27 FOR 21ST JULY, 2023

(a) to (e): The Medical Counselling Committee (MCC) of Directorate General of Health Services (DGHS) conducts the counselling for seats of undergraduate (UG/MBBS) and postgraduate (PG) medical courses as per the scheme devised by the Hon’ble Supreme Court of India. Counselling for UG covers 15% all India quota seats; 100% seats of Central Institutes/ Universities, Deemed Universities; 100% seats in all the Institutes of National Importance (INI). Counselling for PG courses covers 50% seats of All India Quota seats, 100% seats of Central Institutes/Universities and Deemed Universities. Counselling for the State quota seats in UG and PG medical courses is conducted by the respective State Governments.

There is no proposal for centralised counselling for undergraduate or postgraduate medical courses for the academic year 2023-24. No changes to the existing scheme of allocation of seats to various quotas has been made.
