PhD degree mandatory for hiring Assistant Professors

Will the Minister of EDUCATION be pleased to state:

(a) whether the University Grants Commission has relaxed the criteria for appointing teachers in colleges and universities by reversing its decision to make a PhD degree mandatory for hiring Assistant Professors and if so, the details thereof; and

(b) whether the National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SLET) shall be the minimum criteria for direct recruitment to the post of assistant professor in all Higher Educational Institutions and SET and SLET won’t be the criteria for selecting Assistant Professors in Central Universities and present status thereof?

(a) The University Grants Commission (UGC) has notified and published 2nd Amendment Regulations, 2023 in Gazette of India on 30-06-2023, which come into force with effect from 1st July, 2023. As a consequence, NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professor for all Higher Education Institutions.

(b) UGC has informed that as per University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (2nd Amendment) Regulations, 2023 NET or an accredited test (SLET/SET) shall remain the minimum eligibility criteria for the appointment of Assistant Professor. Further, SLET/SET shall be valid as the minimum eligibility for direct recruitment of Assistant Professor to Universities/College/Institutes in the respective state only.
