OPERATION OF OLD AGE HOMES BY NON-GOVERNMENT INSTITUTIONS IN BIHAR

Will the Minister of SOCIAL JUSTICE AND EMPOW ERMENT be pleased to state:-
(a) whether it is fact that there are man y Old Age Homes operated by Non-Government institutions in Bihar;
(b) if so, the details thereof;
(c) the number of Old Age Homes and the number of people staying in the Old Age Homes operated across Bihar;
(d) the steps taken by Government to increase the working efficiency of these Old Age Homes in view of present social scenario, in which number of destitute old age people is increasing; and
(e) the details of funds released by Government to these institutions in the last three years and the details of funds pending for release?

(a) to (c) The Ministry of Social Justice and Empowerment is implementing Integrated Programme For Senior Citizens(IPSrC), a component of Atal Vayo Abhyuday Yojana(AVYA Y) under which grant-in-aid is provided to implementing agencies like Non-Government/Voluntary organizations for running and maintenance of Senior Citizens’ Homes(Old Age Homes). Presently, in the State of Bihar, 9 such Senior Citizens’ Homes being run by Non Government/Voluntary organizations for a total of 400 indigent senior citizens, under the IPSrC.
(d) In order to increase the working efficiency of the Senior Citizens’ Homes under the IPSrC, the following steps have been taken:-
I. the Ministry has set up a Project Monitoring Unit(PM U) for monitoring the projects under the scheme;
II. these homes are required to install Close Circuit Television(CCTV) cameras in the premises since 2020-21;
III. the implementing organizations are also required to maintain websites for displaying the information about the homes and also the live feed of the CCTV cameras;
IV. the Ministry of Finance has introduced Expenditure Advanced Transfer(EAT) module of the Public Finance Management System(PFMS) under which the implementing agencies are required to reflect where the grant-in-aid is finally being spent by them.
(e) During the last 3 years, 28.35 lakh have been released to such eligible implementing organization for the Senior Citizens’ Home in the State of Bihar. The system of release of grant in-aid is a continuous process on the basis of receipt of proposals along with the requisite supporting documents on e-Anudaan portal, subject to the conditions laid down in the General Financial Rules, 2017.
