Will the Minister of EDUCATION be pleased to state:
(a) whether the Government proposes to construct Kendriya Vidyalayas in the Khalari, Silli and Chandil of Ranchi Parliamentary Constituency;
(b) if so, the details thereof and if not, the reasons therefor;
(c) the reasons for the non-existence of Kendriya Vidyalayas in these areas of Jharkhand;
(d) the details of the steps taken/proposed to be taken by the Government to improve educational infrastructure and facilities at schools and colleges in Jharkhand especially in Ranchi Lok Sabha Constituency;
(e) the list of Kendriya Vidyalayas currently in operation and proposed to be set up, State-wise including Jharkhand; and
(f) the measures taken/proposed to be taken by the Government to improve the quality of education provided in public schools?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF THE LOK SABHA STARRED QUESTION NO. 100 RAISED BY SANJAY SETH, HON’BLE MEMBER OF PARLIAMENT TO BE ANSWERED ON 26th JULY 2021 REGARDING KENDRIYA VIDYALAYAS IN JHARKHAND.
(a) to (c) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education. Proposals for opening of new KVs are considered only if sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations and committing resources for setting up a new KV. The proposals received from various sponsoring authorities found fulfilling the mandatory pre-requisite for opening of new KVs have to compete with other such proposals under the “Challenge Method” and also subject to approval of the competent authority.
Out of 06 KVs in Ranchi Constituency, in 05 KVs good school building infrastructure alongwith facilities like playground, cycle stand, guard room, canteen, assembly area, water supply, electric supply, toilets for boys/girls and ramp etc. have been provided. In respect of remaining KV (HEC Ranchi) land is yet to be transferred by State Govt. in favour of KVS. Action for construction of permanent school building can only be initiated after transfer of land and based on availability of funds.
Kendriya Vidyalaya Sangathan (KVS) has not received any proposal in the prescribed proforma for opening of new KVs at Khalari, Silli and Chandil of Ranchi Parliamentary Constituency from the State Government of Jharkhand.
(d) The Department of School Education and Literacy has launched an Integrated Centrally Sponsored Scheme for School Education – Samagra Shiksha w.e.f. 2018-19. Under Samagra Shiksha, States and UTs, including Jharkhand, are supported for strengthening of existing Government Elementary and Secondary schools, including schools in the rural areas, and for creation and augmentation of infrastructure facilities as per proposals received from respective State/UT. The scheme also provides for an annual recurring composite school grant varying upto ₹ 1,00,000/- per annum depending upon the number of students, for all government schools. Each school is required to spend at least 10% of the composite school grant on activities related to Swachhata Action Plan for hygiene and sanitation.
Every year, Annual Work Plan & Budget (AWP&B) under Samagra Shiksha is prepared by the respective States and UTs, including Jharkhand, based on their requirements and priorities for various interventions/components including strengthening of the school infrastructure. The annual plans and budgets are appraised and approved by the Project Approval Board in Ministry of Education, and Central share is released in accordance with approved AWP&B and as per the programmatic and financial norms of the scheme, availability of budgetary resources and physical & financial progress.
For infrastructure development in the higher educational institutions including Central Universities, the Central Government has set up Higher Education Financing Agency (HEFA) on 31/05/2017 for mobilizing extra budgetary resources for building crucial infrastructure in the higher educational institutions including Central University. Further, Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a Centrally Sponsored Scheme (CSS) is an overarching scheme, operating in mission mode for funding the state government universities and colleges to achieve the aims of equity, access and excellence. The State of Jharkhand has been approved central share of Rs. 374.40 Crore at the ratio of 60:40. Out of which, an amount of Rs. 235.79 Crore has been released to the State till date.
(e) The States/UT-wise list of KVs functional in the country including in the State of Jharkhand is annexed.
(f) The Samagra Shiksha Scheme provides support to States and UTs for universal access, bringing gender equality, promoting inclusive education, quality of education, financial support for teachers’ salary, entitlements under the Right of Children to Free and Compulsory Education (RTE) Act, 2009 including uniforms and textbooks, pre- school education, vocational education, sports and physical education and strengthening of teacher education institutions. Further, in order to improve the education standards in the country, the Government has taken several steps:-
- Central RTE Rules have been amended on 20th February, 2017 to include reference on class-wise, subject-wise Learning Outcomes at Elementary level.
- National Achievement Survey (NAS) is conducted to enable States/UTs to identify gaps in learning outcomes, and take remedial steps.
- A 70 indicator based matrix Performance Grading Index (PGI) has been developed to grade the States/UTs.
- NISHTHA (National Initiative for School Heads and Teachers Holistic Advancement), an Integrated Teacher Training Programme has been introduced.
- Learning Outcomes for Secondary level have been notified.
- The National Institute of Open Schooling (NIOS) was entrusted to conduct teachers training through ODL (Open Distance Learning) mode, which has been completed by about 9.58 lakh teachers………………………………… Read more.
