Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the payment has been made by the Central Government to State Governments for the beneficiaries under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) but State Governments have not made payments to the beneficiaries;

(b) if so, the number of such States identified by the Central Government;

(c) the State-wise details of the instructions given to State Governments by the Central Government so that the beneficiaries can get the due amount and the State-wise details thereof; and

(d) the status of PMAY-U in Rajasthan and the district-wise details thereof?

(a) & (b) Under Pradhan Mantri Awas Yojana-Urban [PMAY-U], Central Assistance is extended to implementing agencies/ beneficiaries through States/ Union Territories (UTs) for providing houses to all eligible families/ beneficiaries in urban areas. The scheme has three Centrally Sponsored components namely, In-situ Slum Redevelopment (ISSR), Affordable Housing in Partnership (AHP) and Beneficiary- Led Individual House Construction or Enhancement (BLC) and one Central Sector component namely, Credit Linked Subsidy Scheme (CLSS). Under ISSR and AHP components, Central Assistance is released to State/UT Governments for implementation of sanctioned projects/ construction of sanctioned houses either through their implementing agencies or in partnership with private sector. However, under BLC component, Central Assistance is released to State/ UT Governments for onward transmission alongwith State share to the identified beneficiaries for construction of houses. State/ UT- wise details of Central Assistance released and expenditure reported through DBT thereof/amount released to beneficiaries for construction of houses under BLC is at Annexure-I.

(c) As per instructions provided in the scheme guidelines of PMAY-U, States/UTs are required to release Central Assistance along with the committed State share, preferably within 15 days from the date of receipt of Central Assistance in the State Level Nodal Agency (SLNA) account for release to implementing agencies, who in turn, wherever applicable, release the funds to eligible beneficiaries within 15 days from the receipt of the funds. Release of funds to beneficiaries is also subject to some other compliances such as beneficiary validation with Aadhaar, geo-tagging of construction stages, etc. Moreover, during Central Sanctioning & Monitoring Committee (CSMC) meetings and other review meetings, States/ UTs are advised to pass on the released funds to the beneficiaries within the stipulated time frame through DBT process in electronic mode to their bank accounts.

(d) Under PMAY-U, 2,13,508 houses with Central Assistance of ₹3,783.30 crore have been sanctioned in Rajasthan as on 12.07.2021.Against this, Central Assistance of ₹2,212.94 crore has been released so far. Of the sanctioned houses, 1,29,395 houses have been grounded for construction; of which 1,03,837 houses have been completed/ delivered. District-wise details of houses sanctioned, constructed as well as central assistance sanctioned and released in Rajasthan under PMAY-U are at Annexure –II.
