A BILL to amend the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007.
Be it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Seventy Second Year of the Republic of India as follows:
1. Short title and commencement: (1) This Act may be called the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) (Amendment) Act, 2021.
(2) It extends to the whole of the National Capital Territory of Delhi.
(3) It shall come into force on such date as the Government may, by notification in the official Gazette, appoint.
2. Amendment in section 3: In the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, in section 3, in sub-section (10) for the words “three months”, the words “one month” shall be substituted.
STATEMENT OF OBJECTS AND REASONS
The National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) (Amendment) Act, 2007 was enacted in December, 2007 and its implementation was started with effect from January, 2008.
In sub-section (10) of Section 3 of Chapter-II (Registration and Classification of Bed & Breakfast Establishments) of the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, the timeline for completing the entire process of grant of Registration has been mentioned which is as under:
“The entire process of grant of registration of a premises shall be completed within a period of three months from date of receipt of application and the applicant shall be informed about the result.”
Now, the objective of the Government is to deliver the service to the public as efficiently and as expeditiously as possible. This being so, after reviewing the timeline mentioned in the Act for delivery of the service, it was felt that the same is on a higher side. Accordingly, the present proposal for reducing the timeline from 90 days to 30 days has been proposed with the objective to provide Ease of Doing Business to the applicants. The fast delivery on the part of Department will attract more and more applicants under this Scheme which would ultimately contribute to the promotion of Tourism in Delhi.
This Bill seeks to achieve the aforesaid objectives. Hence the Bill.

FINANCIAL MEMORANDUM
The proposed National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) (Amendment) Bill, 2021 does not involve any financial implications from the Consolidation Fund of the National Capital Territory of Delhi.
MEMORANDUM REGARDING DELEGATED LEGISLATION
The proposed National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) (Amendment) Bill, 2021 does not seek to confer any power of legislation on any subordinate functionaries.
