SCHEMES OF PANCHAYATI RAJ IN ASSAM

Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) the details of the various schemes being run by the Ministry;
(b) the details of the various schemes being run in the State of Assam and Bodoland Territorial Council (BTC) and the funds allocated and the work undertaken from the allocated funds during the last three years and the details thereof;
(c) whether the Ministry allocates funds directly to BTC, if so, the names of the schemes under which funds has been released and the details thereof; and
(d) the amount of funds allocated under various schemes to other States including North Eastern States during the last three years and the details thereof, State-wise?

(a) The Ministry of Panchayati Raj (MoPR) is implementing the (i) Centrally Sponsored Scheme (CSS) of Rashtriya Gram Swaraj Abhiyan (RGSA) with the primary aim of strengthening Panchayati Raj Institutes (PRIs) for achieving Sustainable Development Goals (SDG’s) with the main thrust on convergence with Mission Antyodaya and emphasis on strengthening PRI’s in the 117 Aspirational districts, (ii) Central Sector scheme ‘Survey of Villages and Mapping with Improvised Technology in Village Areas’ (SVAMITVA) with the objective to provide the ‘record of rights’ to village household owners in rural ‘Abadi’ areas and issuance of Property Cards, (iii) Incentivization of Panchayats (IoP), a Central Components of RGSA scheme to encourage competitive spirit among Panchayati Raj Institutions (PRIs) under which, Awards including financial incentives are given to best performing Panchayats in recognition of their good work for improving delivery of services and public goods, (iv) Mission Mode Project on e-Panchayats, a Central component of RGSA scheme under which various e-governance projects are funded, (v) Central Sector Scheme of Action Research & Research Studies under which funds are provided to various research organizations/Institutes to conduct various theme based studies and (vi) Central Sector Scheme of Media & Publicity for funding various media and publicity activities like dissemination of vital information on schemes and progarmmes of the Ministry and other Ministries and Departments, creation of mass awareness among stakeholders and also strengthening the advocacy and capacity building of the representatives of Panchayati Raj Institutions (PRIs) and other functionaries.
(b) The (i) Centrally Sponsored Scheme (CSS) of Rashtriya Gram Swaraj Abhiyan (RGSA), (ii) Central Sector scheme ‘Survey of Villages and Mapping with Improvised Technology in Village Areas’ (SVAMITVA), and (iii) Incentivization of Panchayats (IoP), a Central Components of RGSA scheme are implemented in all areas of State of Assam including Bodoland Territorial Council (BTC). However, no prior allocation of funds is made to any States including the State of Assam under the Schemes of Ministry of Panchayati Raj. The funds under the RGSA Scheme is released based on the annual action plan submitted by the State concerned and funds under the scheme of Incentivisation of Panchyats is released to the best performing Panchayats selected through a national competition for the National Panchayat Awards of various categories. Similarly, limited fund for Information Education & Communication activities/State Project Management Unit under SVAMITVA scheme is released to State on demand and no demand has since been received from Assam. The funds provided to the State of Assam under the schemes of RGSA and IoP during the last 3 years is as follows:
