DEPARTMENT OF TRAINING AND TECHNICAL EDUCATION 

NOTIFICATION

Delhi, the 27th August, 2021

No.F.1/DEG(13)/RR/2019/ 1114.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification number S.O. 3532 published in Part-II Sub section (i) of section 3, Gazette of Delhi Extraordinary dated 24th  September, 1968, and in supersession of the recruitment rules for the post of Assistant Professor, College of Art notified vide notification No. F.11(78)/2011-SB/RR/82 dated the 15th January,2014 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Assistant Professor, College of Art under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:

TECHNICAL EDUCATION

1. Short title and commencement.— (i) These rules may be called the, Department of Training and Technical Education, Assistant Professor, College of Art Recruitment Rules, 2021.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in the Pay Matrix.—The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.

3. Method of Recruitment, Age limit and other qualification.—The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualifications.— No person,

(a) Who has entered or contracted marriage with the person having a spouse living, or

(b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts:

Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.

5. Power to relax.—Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person.

6. Saving.—Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

Note:
The crucial date for determining the age-limit shall be as
advertised by the Union Public Service Commission.

Essential:

Bachelor’s and Master’s Degree from a recognized
University/Institution in relevant branch of Fine Art with
first class or equivalent in any one of the two degrees and
minimum two years’ of relevant professional experience.

Note 1:
The exact requirement of Fine Art (Applied art, Painting,
Sculpture, Print Making, Visual Communication and Art
History) will be indicated at the time of each recruitment.

Note 2:

If a class/division is not awarded, minimum of 60 per cent
marks in aggregate shall be considered equivalent to first
class/division. If a Grade point system is adopted the CGPA
will be converted to equivalent marks as below :-

Note 3:
Qualifications are relaxable at the discretion of the Union
Public Service Commission, for reasons to be recorded in
writing, in the case of candidates otherwise well
qualified.

Note 4:
The qualification(s) regarding experience is/ are relaxable
at the discretion of the Union Public Service Commission,
for reasons to be recorded in writing, in the case of
candidates belonging to Scheduled Castes or Scheduled
Tribes, if at any stage of selection, the Union Public
Service Commission is of the opinion that sufficient number
of candidates from these communities possessing the
requisite experience are not likely to be available to fill
up the vacancies reserved for them.

Method of recruitment whether by direct recruitment or by
promotion or by deputation/absorption and percentage of
vacancies to be filled by various methods.

In case of

recruitment by promotion/deputati on/ absorption, grades
from which promotion/ deputation/ absorption to be made.

If a Departmental Promotion Committee exists what is its
composition.

Circumstances in which

Union Public Service Commission is to be consulted in
making recruitment.

By direct recruitment.

Note: Vacancies caused by the incumbent being away on
deputation or long illness or study leave or under other
circumstances for a duration of one year or more may be
filled on deputation basis from officers of the Central
Government:

(a) holding analogous post on regular basis in the parent
cadre/department; and

b) possessing educational qualifications and experience
prescribed for direct recruits under column (7).

(Period of Deputation including period of deputation in
another ex-cadre post held immediately preceding this
appointment in the same or some other organization/
department of the Central Government shall ordinarily not
to exceed three years. The maximum age limit for
appointment by deputation shall be not exceeding fifty six
years as on the closing date of receipt of applications).
