322. SHRI, KHAGEN MURMU:

Will the Minister of MINORITY AFFAIRS be pleased to state:

(a) whether Naya Savera Scheme has been implemented in West Bengal;

(b) if so, the number of beneficiaries under this scheme, year-wise; in West Bengal, especially in Maldaha Uttar parliament constituency;

(c) the number of States where the scheme has not been properly implemented due to conflicts between States and the Centre; and

(d) whether the Government is planning to adopt new process like Pradhan Mantri Kaushal Vikas Yojana so that the NGOs/Private Education Institutes may be directly engaged by the Centre without intervention of the State Government, if so, the details thereof, and if not, the reasons therefor?

(a)& (b): Yes, Sir. Ministry of Minority Affairs implements Free Coaching and Allied Scheme ( Naya Savera) to assist students/candidates belonging to the six notified minority communities namely Sikh, Jain, Muslim, Christian, Buddhist and Parsi by way of special coaching for qualifying examinations for admission in technical/professional courses and competitive examination for recruitment to Group ‘A’, ‘B’, & ‘C’ services and other equivalent posts under the Central and State Governments including public sector undertakings, banks, insurance companies as well as autonomous bodies. The scheme is implemented across the country including West Bengal through project implementing agencies / Non-Government Organizations (NGOs) since 2007-08. The number of beneficiaries in the West Bengal state, for the year 2016-17 is 760; 2017-18 is 200; 2018-19 is 740; 2019-20 is 590 and 2020-21 is 500.

Eligible students can avail the benefits of the scheme from any PIA empaneled under the scheme irrespective of the region. Parliamentary Constituency wise data of the beneficiaries is not maintained by the Ministry.

(c) As per the existing scheme, Coaching Institutes in Government Sector / Public Sector can send their proposal for empanelment, in the prescribed proforma, directly to the Ministry of Minority Affairs. Organizations in the Private Sector, including Non-Governmental organizations (NGOs) submit their proposals for empanelment through the State Government / UT Administration concerned in prescribed proforma.
