RURAL ROAD PROJECTS UNDER PMGSY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of rural road projects approved/sanctioned under Pradhan Mantri Gram Sadak Yojana(PMGSY) during the last three years, State and district-wise particularly in the States of Assam and Rajasthan;
(b) whether the Government has made any survey in this regard particularly in Assam;
(c) whether the Government has also fixed any norms for the quality of roads to be covered under the said yojana and if so, the details thereof; and
(d) the steps taken/being taken by the Government to cover the far flung areas under the yojana particularly Assam and Dausa district of Rajasthan?

(a) State/UT wise details of rural road projects sanctioned under Pradhan Mantri Gram Sadak Yojana (PMGSY) including State of Assam and Rajasthan during the last three years are given at Annexure-I. District-wise details of rural road projects sanctioned under various interventions of PMGSY may be accessed at the programme website omms.nic.in->progress monitoring->Financial Year wise Achievement.
(b) Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of designated population size (500+ in plain areas and 250+ in North-Eastern States, Himalayan States and Himalayan Union Territories and some special areas as per 2001 census) in the core network for uplifting the socio-economic condition of the rural population. In the critical Left Wing Extremism affected blocks, habitations with population 100 persons and above as per 2001 census are also covered. PMGSY-II was launched in the year 2013, with a target to upgrade 50,000 Km of the existing rural roads. Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) was launched in 2016 for construction/ upgradation of strategically important roads in the 44 worst affected LWE districts and adjoining districts in the 9 affected States. PMGSY-III was launched in 2019 for consolidation of 1,25,000 Km Through Routes and Major Rural Links.
Under PMGSY programme guidelines, there is a detailed process and procedure laid down for scrutiny and subsequent sanction of rural road projects. The proposals are submitted to the Ministry by State Governments. After due process and scrutiny of proposals, recommendations are made to Minister of Rural Development for sanction of the projects.
(c) Rural roads under PMGSY are constructed and maintained as per the technical specifications and geometric design standards given in the Rural Roads Manual of the Indian Road Congress (IRC-SP:20), Hill Road Manual (IRC:SP:48) and other relevant IRC Codes & Manuals. However, ensuring the quality of the road works is responsibility of the respective State Governments who are implementing the Programme.
(d) All weather road connectivity to unconnected habitations was envisaged in PMGSY-I. For selection of eligible habitations, special relaxation has been given to North Eastern States, Tribal (Schedule V) areas and selected Tribal and Backward Districts (as decided by the Ministry of Home Affairs (MHA) where habitations of population of 250 or more (as per Census 2001) are eligible, as compared to the population of criterion of 500 or more in other states in general. At present, under the scheme out of 13,747 eligible unconnected habitations approved in the state of Assam, 13,699 habitations have been provided with all-weather road connectivity. In the State of Rajasthan, all 15,976 eligible unconnected habitations have already been connected along with 34 eligible unconnected habitations in Dausa district. The timeline for completion for PMGSY-I work is September 2022.
