Detailed Guidelines for ‘Mission Shakti’ aimed at Strengthening Interventions for Women Safety, Security and Empowerment

Ministry of Women and Child Development has issued detailed guidelines for ‘Mission Shakti’ scheme. The Government of India has launched ‘Mission Shakti’ – an integrated women empowerment programme as umbrella scheme for the safety, security and empowerment of women for implementation during the 15th Finance Commission period 202l-22 to 2025-26. The norms of ‘Mission Shakti’ will be applicable with effect from 01.04.2022.
महिला एवं बाल विकास मंत्रालय ने ‘मिशन शक्ति’ योजना के लिए विस्तृत दिशा-निर्देश जारी किए हैं। भारत सरकार ने 15वें वित्त आयोग की अवधि 2021-22 से 2025-26 के दौरान कार्यान्वयन के लिए महिलाओं की सुरक्षा, संरक्षा और सशक्तिकरण के लिए विशिष्ट योजना के रूप में ‘मिशन शक्ति’ के नाम से एकीकृत महिला सशक्तिकरण कार्यक्रम शुरू किया है। ‘मिशन शक्ति’ के मानदंड 01.04.2022 से लागू होंगे।
‘Mission Shakti’ is a scheme in mission mode aimed at strengthening interventions for women safety, security and empowerment. It seeks to realise the Government’s commitment for “women-led development‟ by addressing issues affecting women on a life-cycle continuum basis and by making them equal partners in nation-building through convergence and citizen-ownership.
‘मिशन शक्ति’ मिशन मोड में एक योजना है जिसका उद्देश्य महिला सुरक्षा, संरक्षा और सशक्तिकरण के लिए समर्थन को मजबूत बनाना है। यह योजना संपूर्ण जीवन चक्र में महिलाओं को प्रभावित करने वाले मुद्दों पर विचार करने और उनके जीवन में बदलाव लाएगी तथा उन्हें नागरिक-स्वामित्व के माध्यम से राष्ट्र-निर्माण में समान भागीदार बनाएगी। इस तरह यह योजना सरकार की “महिलाओं के विकास” की प्रतिबद्धता को साकार रूप देगी।
The scheme seeks to make women economically empowered, exercising free choice over their minds and bodies in an atmosphere free from violence and threat. It also seeks to reduce the care burden on women and increase female labour force participation by promoting skill development, capacity building, financial literacy, access to micro-credit etc.
योजना के तहत महिलाओं को आर्थिक रूप से सशक्त बनाने, हिंसा और खतरे से मुक्त माहौल में अपने मस्तिष्क और शरीर के बारे में स्वतंत्र रूप से निर्णय लेने को प्रेरित किया जाएगा। योजना के तहत महिलाओं पर देखभाल के बोझ को कम करने और कौशल विकास, क्षमता निर्माण, वित्तीय साक्षरता, सूक्ष्म ऋण प्राप्त करने तक उनकी पहुंच बढ़ाकर महिला श्रम बल की भागीदारी को बढ़ाने का भी प्रयास किया जाएगा।
‘Mission Shakti’ has two sub-schemes – ‘Sambal’ and ‘Samarthya’. While the “Sambal” sub-scheme is for safety and security of women, the “Samarthya” sub-scheme is for empowerment of women. The components of ‘Sambal’ sub-scheme consist of erstwhile schemes of One Stop Centre (OSC), Women Helpline (WHL), Beti Bachao Beti Padhao (BBBP) with a new component of Nari Adalats – women’s collectives to promote and facilitate alternative dispute resolution and gender justice in society and within families.
‘मिशन शक्ति’ की दो उप-योजनाएं हैं- ‘संबल’ और ‘सामर्थ्य’। जहां “संबल” उप-योजना महिलाओं की सुरक्षा के लिए है, वहीं ‘सामर्थ्य’ उप-योजना महिलाओं के सशक्तिकरण के लिए है। ‘संबल’ उप-योजना के घटकों में नारी अदालतों के एक नए घटक के साथ वन स्टॉप सेंटर (ओएससी), महिला हेल्पलाइन (डब्ल्यूएचएल), बेटी बचाओ बेटी पढ़ाओ (बीबीबीपी) की पूर्ववर्ती योजनाएं शामिल हैं- इसके अलावा यह योजना समाज और परिवार के भीतर वैकल्पिक विवाद के समाधान एवं लैंगिक न्याय को बढ़ावा देने का काम करेगी।
The components of ‘Samarthya’ sub-scheme consist of erstwhile schemes of Ujjwala, Swadhar Greh and Working Women Hostel have been included with modifications. In addition, the existing schemes of National Creche Scheme for children of working mothers and Pradhan Mantri Matru Vandana Yojana (PMMVY) under umbrella ICDS have now been included in Samarthya. A new component of Gap Funding for Economic Empowerment has also been added in the Samarthya Scheme.
‘सामर्थ्य’ उप-योजना के घटकों में उज्ज्वला, स्वाधार गृह और कामकाजी महिला छात्रावास की पूर्ववर्ती योजनाओं को संशोधनों के साथ शामिल किया गया है। इसके अलावा, कामकाजी माताओं के बच्चों के लिए राष्ट्रीय क्रेच योजना और विशिष्ट आईसीडीएस के तहत प्रधानमंत्री मातृ वंदना योजना (पीएमएमवीवाई) की मौजूदा योजनाओं को अब इस योजना में शामिल किया गया है। योजना में आर्थिक सशक्तिकरण के लिए गैप फंडिंग का एक नया घटक भी जोड़ा गया है।
