Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of phases currently started under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the country;
(b) whether it is fact that many States are still under third phase of PMGSY and if so, the reasons for delay in implementation of PMGSY; and
(c) whether it is a fact that delay is due to non release of funds under PMGSY and if so, the action taken in this regard?

(a) Currently Phase III of Pradhan Mantri Gram Sadak Yojana (PMGSY) is in operation which was launched in the year 2019 for consolidation and upgradation of 1,25,000 Km Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals.
(b) & (c) The timeline for completion of PMGSY-III is March, 2025. Against the target of 1,25,000 km under PMGSY-III, the Ministry has so far sanctioned 86,039 km road length to 17 states out of which 41,454 km has been completed. The state-wise status of progress under PMGSY-III till 13.07.2022 is given at Annexure-I.
In order to ensure that contracting capacity of the states are not over stretched, PMGSY-III works are sanctioned to only those states where bulk of sanctioned works of PMGSY-I and II have been completed. The balance works to be sanctioned under PMGSY-III relate to only such states where substantial works PMGSY-I and II are still pending for completion.
PMGSY has an unbroken chain of funds release. Funds are released to the States keeping in mind the works in hand, execution capacity of the states and unspent balance of previous year(s) available with the State. Adequate funds are available with the states as on date for execution of the schemes. There is no obstruction to works under PMGSY due to lack of funds.
