STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED Q.NO. 86 (6th POSITION) FOR ANSWER ON 22.07.2022 REGARDING PRADHAN MANTRI BHARTIYA JANAUSHADHI PARIYOJANA SCHEME
(a) to (d): With an objective of making quality generic medicines available at affordable prices to all citizens, especially the poor and the deprived ones, Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) was launched in November, 2008. Under the Scheme, dedicated outlets known as Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs) are opened to provide quality generic medicines at affordable prices. Prices of medicines sold through these outlets are 50%-90% less than that of branded medicines prices in the open market. The medicines are procured only from World Health Organization-Good Manufacturing Practices (WHO-GMP) certified suppliers for ensuring the quality of the products and each batch of drug is tested at laboratories accredited by National Accreditation Board for Testing and Calibration Laboratories (NABL) for ensuring best quality. The scheme also offers an opportunity of self- employment to individual entrepreneurs.
All Kendra owners get an incentive @ 15% of monthly purchase made from PMBI subject to a ceiling of Rs. 15,000/- per month up to total limit of Rs. 5.00 Lakh. In addition, the Kendras opened in backward areas mentioned as aspirational districts by NITI Aayog and in Himalayan, Island territories and North-Eastern States and those opened by SC, ST, women and divyangs get an amount of Rs. 2.00 lakh as additional one-time incentive for purchase of computer, furniture and fixtures.
The scheme has marked its presence in all the districts of the country and A target to open about 10,500 Kendras up to March, 2025 has been kept. Pharmaceuticals & Medical Devices Bureau of India (PMBI), the implementing agency has recently invited new applications in more than 404 districts covering more than 3500 blocks for opening PMBJKs.
In order to ensure awareness in masses, various media platforms like print, outdoor, TV & Social Media, etc. are being used regularly. Promotion workshops are also organized across the country with PMBJK owners, doctors and various important dignitaries. PMBI also organizes seminars and workshops during various event celebrations such as Azadi Ka Amrit Mahotsav, National Unity Day week, etc. to spread awareness about the scheme. A mobile application “Janaushadhi Sugam” has been launched, which is an important facility for the general public by providing a digital platform at the tip of their fingers, by the virtue of which they can avail a host of user-friendly options like – locate nearby PMBJK (direction guided through Google Maps), search Janaushadhi medicines, analyze product comparison of Generic vs. Branded medicine in the form of MRP saving etc. Department also periodically request the States/UTs regarding creating awareness about the scheme and to open PMBJKS in government premises.
As of 31st March, 2022, about 8,610 PMBJKs have been opened in the country, out of which 2,304 Kendras have been opened during the last two financial years against the target of 2000 PMBJKs with financial year-wise progress as under:
