OPENING KVs AND JNVs

Will the Minister of EDUCATION be pleased to state:

(a) the number of new Kendriya Vidyalayas (KVs) functioning at present and proposed to be opened in the country particularly in the State of Uttar Pradesh and Jhanjharpur District in the State of Bihar;

(b) whether any KVs has been proposed to be opened in Farrukhabad District in UP and if so, the details thereof;

(c) whether the Government proposes to open more KVs and JNVs in UP, particularly in Shahjahanpur and Bihar State and if so, the details thereof and if not, the reasons therefor; and

(d) the criteria for opening KVs and JNVs, especially in backward and rural areas of the country?

(a) & (b) At present, 1248 Kendriya Vidyalayas (KVs) are functioning in the country including 122 KVs in the State of Uttar Pradesh and 49 KVs in the State of Bihar. Opening of new KVs is a continuous process. Proposals for opening of new KVs are considered only if sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations and committing resources for setting up a new KV. A new KV at Banda was sanctioned in August, 2018 but could not be made functional as the State Government of Uttar Pradesh has not provided the requisite land and suitable rent free temporary building as per the norms.

Kendriya Vidyalaya Sangathan (KVS) has not received any proposal in the prescribed proforma for opening of new KVs at Jhanjharpur district and Farrukhabad district from the State Government of Bihar and Uttar Pradesh respectively.

(c) Opening of new KVs and Jawahar Navodaya Vidyalayas (JNVs) is a continuous process. KVS has informed that 02 KVs namely Shahjahanpur Cantt. and Shahjahanpur No. 2 (OCF) are already functional in the Shahjahanpur district of Uttar Pradesh. KVS has not received any proposal in the prescribed proforma for opening of a new KV at Shahjahanpur district of Uttar Pradesh.

New KVs in Nawada & Devkund (Aurangabad) and 205 Cobra CRPF Bn. Barachatti (Gaya) & 45th BN SSB Beerpur (Supaul) were sanctioned in August, 2018 and March, 2019 respectively but could not be made functional as the State Government of Bihar has not provided the requisite land and suitable rent free temporary building as per the norms.

Navodaya Vidyalaya Scheme envisages for opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of country. All the districts of Uttar Pradesh and Bihar have been covered under the Navodaya Vidyalaya Scheme. At present, 76 JNVs including 1 additional JNV in Sitapur district (SC concentrated) in the State of Uttar Pradesh and 39 JNVs including 1 additional JNV in Gaya district (SC concentrated) in the State of Bihar are functional.

(d) KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central  Institute  of  Higher  Learning  (IHL)  by  providing  a  common  programme  of education throughout the country. KVs are not opened on the criteria of backward / rural.

JNVs are opened for providing good quality modern education to the talented children predominantly from rural areas. At least 75% seats are reserved for the students from rural areas and almost all the JNVs have been established in rural / backward areas of the country. Opening of new JNVs depends on the willingness of the concerned State Government / UT administration to make available requisite suitable land free of cost for construction of the permanent building and making  available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. However, actual sanction and opening of new JNV depends on the availability of funds and approval by the Competent Authority. All the districts of the States/UTs (as on 31st May, 2014), which have accepted the Navodaya Vidyalaya Scheme, have been covered under this scheme.
