PERFORMANCE OF SMART CITIES

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government has given awards to States for overall performance of smart cities and for their proactive roles and if so, the details thereof and objective behind the move;

(b) the details of smart city that has been awarded best for overall performance during the year 2021;

(c) the details of total number of projects under Smart Cities Mission (SCM) and funds for which work orders have been issued and the projects that have been fully completed and made operational; and

(d) whether the Government has also released report on Climate Smart Cities Assessment Framework and if so, the details thereof along with performance of cities in this regard?

(SHRI KAUSHAL KISHORE)

(a) & (b) : India Smart Cities Awards Contest (ISAC), an annual competition among Smart Cities, was launched in 2018 to reward innovative ideas and projects being implemented under the Smart Cities Mission (SCM). The results of ISAC 2020 were announced on 25 June 2021. These awards were given across three broad categories, namely – projects, innovations and cities. Within the projects category, 10 themes were identified. Within the innovation category, there were two sub- categories namely COVID innovation and innovative projects. Within the cities category, best performing cities from each round of selection were awarded apart from the overall best city award. Two other award categories which were introduced this year were the City and State leadership awards. These categories were introduced to award States/cities who demonstrated leadership in spreading the spirit of the Mission beyond the Mission cities. Indore & Surat won the over-all City Award jointly. Details of awards of ISAC 2020 are given at Annexure-I.

(c) :As on 8 July 2022, Government of India has released Rs.30,751.41 crore for 100 Smart Cities, out of which Rs. 27,610.34 crore (90%) has been utilized. As on 8 July 2022, these Smart Cities have tendered out 7,822 projects worth Rs.1,90,660 crore; work orders have been issued in 7,649 projects worth Rs. 1,80,996 crore; 4,085 projects worth Rs. 66,912 crore have been completed.

(d) :The Climate Smart Cities Assessment Framework 2.0 (CSCAF 2.0) was launched in 2020 with the view to strengthen climate-sensitive development in India’s cities. The report of CSCAF 2.0 was released on 25 June 2021. The assessment was open to all Smart Cities, all capital cities, and all cities above 500,000 in population. 126 cities participated in the exercise. The results of CSCAF-2.0 are available at  http://amplifi.mohua.gov.in. 31 cities have achieved an overall rating of 1-star; 64 cities have achieved 2-star; 22 cities 3-star and 9 cities have achieved 4-star rating. The details are given at Annexure-II.
