Year-wise Data of Civil Employees Retired from the Central Government and Pension

The Lok Sabha Unstarred Question No. 2139, addressed to the Prime Minister by Dr. Mallu Ravi, inquired about the retirement of employees from the Union Government over the past five years, the status of filling those vacancies, cost-saving measures related to unfilled posts, and the impact of such policies on existing employees.

In response, Dr. Jitendra Singh, Minister of State in the Ministry of Personnel, Public Grievances and Pensions, noted that data regarding retirements and appointments is maintained by respective Cadre Controlling Authorities across various ministries and departments. He indicated that the process of filling vacancies is ongoing, with recruitment conducted as per the requirements of each ministry or department.

Regarding cost-saving measures and their impact on workload, the Minister stated that these issues do not arise, implying that there are no explicit policies in place that would lead to a significant burden on current employees or affect the pace of work due to unfilled positions.

Overall, the response highlights the government’s commitment to address retirements through continuous recruitment while maintaining operational efficiency within its various departments.

FILLING UP OF VACANCIES

Will the PRIME MINISTER be pleased to state:

(a) the number of employees who retired from the Union Government during the last five years, year-wise;

(b) whether these vacancies have been advertised and refilled, if so, the details thereof and if not, the reasons therefor;

(c) whether the Government follows any cost-saving criterion by not filling or partially filling these posts and if so, the details thereof; and

(d) whether this policy is increasing burden on the existing employees and effecting the pace of work in Central Government Departments and if so, the details thereof?

ANSWER

(a) & (b): For the last five years, year-wise data of the number of Civil employees of Central Government (i.e. excluding employees of Defence, Railways, Posts, and Telecommunications) whose pension has been authorized by the Central Pension Accounting Office is as follows: –

Maintaining data relating to appointments and retirements is the responsibility of the respective Cadre Controlling Authorities in various Central Govt. Ministries, Departments and Organisations.

Filling up of posts in Central Government is a continuous process, as vacancies are advertised and recruitment is made based on the requirements of the various Ministries, Departments and Organizations.

(c) & (d): Does not arise.
