To support these efforts, the Central Government has introduced several key policies, including:

National Urban Transport Policy (NUTP), 2006: Aims to promote sustainable urban transport systems and enhance integration among various modes of public transport.

Metro Rail Policy, 2017: Provides a framework for planning and implementing metro rail systems, focusing on efficiency and accessibility.

Transit Oriented Development Policy, 2017: Encourages high-density development around transit hubs to foster greater public transport usage and reduce reliance on private vehicles.

The Central Government also offers financial assistance for urban rail projects based on the feasibility of proposals presented by State Governments and the availability of resources.

Recently, the Ministry of Housing and Urban Affairs (MoHUA) granted in-principle approval to the Delhi Metro Rail Corporation (DMRC) to prepare a Detailed Project Report (DPR) for extending the Yellow Line from Samaypur Badli to Sonipat via Nathupur. This extension aims to improve connectivity and support regional growth.

Through these initiatives, India is working towards creating an efficient and integrated urban transport network that meets the demands of its growing urban population.

NO. 3395. SHRI YOGENDER CHANDOLIA:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether there is a proposal for extension of Delhi Metro Yellow line corridor from Samaypur Badli Metro Station to Narela;

(b) if so, the details of the proposal, including the estimated cost, timeline for completion and the benefits expected to accrue to the residents of Narela and surrounding areas;

(c) whether the Delhi Metro Rail Corporation (DMRC) has conducted any feasibility study or survey for the proposed extension;

(d) if so, the details of the study/survey, including the findings and recommendations; and

(e) the steps taken/being taken by the Government to expedite the implementation of the proposed extension?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(a) to (e): ‘Urban planning’ is a State subject. Therefore, the respective State Governments/UT Administrations are responsible for planning, initiating and developing urban transport infrastructure including integration amongst various modes of public transport.

Central Government has formulated National Urban Transport Policy (NUTP), 2006, Metro Rail Policy, 2017 and Transit Oriented Development Policy, 2017, which act as a guide to State Governments/UT Administrations for integrated planning and implementation of urban transport systems. Central Government provides financial assistance to urban rail based system based on feasibility of the proposal and availability of resources, as and when posed by the concerned State Governments/UT Administrations.

Further, MoHUA has already accorded in-principle approval to DMRC for taking up preparation of DPR for extension of Yellow Line from Samaypur Badli to Sonipat via Nathupur.
