Adarsh Vidyalayas

(a) whether the Government has been establishing Adarsh Vidyalayas to improve the quality of education in the country, if so, the details thereof;

(b) the total number of Adarsh Vidyalayas established across the country till date, State-wise;

(c) the key objectives and features of the Adarsh Vidyalayas in improving quality of education;

(d) whether the Government has taken any steps to ensure that these schools are adequately staffed with trained teachers and necessary infrastructure in line with objectives of NEP, 2020; and

(e) if so, the details thereof and if not, the reasons therefor?

ANSWER

(a) to (c): Pradhan Mantri Schools for Rising India (PM SHRI), a Centrally Sponsored Scheme, in which PM SHRI schools are set up by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies. These schools are to showcase all the initiatives of National Education Policy (NEP) 2020 and emerge as exemplar schools over a period of time, and also offer leadership to other schools in the neighbourhood. They provide leadership in their respective regions in providing high-quality education in an equitable, inclusive and joyful school environment that takes care of the diverse background, multilingual needs, and different academic abilities of children and makes them active participants in their own learning process as per the vision of NEP 2020.

Under the scheme, there is a provision of setting up of more than 14500 PM SHRI schools by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies out of which 12,505 PM SHRI schools have

been selected up to 6th phase of selection process. The State/UT/KVS/NVS/NCERT wise selected schools up to 6th phase of selection under PM SHRI Scheme is attached at Annexure I.

The major features in the PM SHRI scheme are:

1. Quality and Innovation (Learning Enhancement Programme, Holistic Progress Card, Innovative Pedagogies, Bagless days, Internships with Local artisans, Capacity building etc.)

2. Beneficiary oriented Entitlements under Right to Education (RTE) Act.

3. Annual School Grants (Composite School grants, Library grant, Sports grant)

4. Early Childhood Care and Education including Balvatika and Foundational Literacy and Numeracy

5. Equity and Inclusion including provision of safe and appropriate infrastructure for girls and children with special needs (CwSN).

6. Encouraging flexibility in choice of subjects offered to students.

7. Encouraging mother tongue as medium of instruction using technological interventions to help bridge language barriers between teachers and students.

8. ICT, smart classrooms and digital libraries for using digital pedagogy.

9. Strengthening of existing infrastructure

10. Vocational interventions & Enhancing internship/entrepreneurship opportunities especially with local industry. Mapping of skills with developmental projects/nearby industry and develop courses/curriculum accordingly.

The PM SHRI (PM Schools for Rising India) scheme is a significant initiative aligned with the National Education Policy (NEP) 2020, aimed at enhancing the quality of education across schools in India. Central to this initiative is the emphasis on maintaining an adequate Pupil-Teacher Ratio (PTR), which is crucial for fostering personalized and effective learning experiences for students.

To support the development of well-trained educators, the scheme leverages institutions like District Institutes of Education and Training (DIETs) and State Councils of Educational Research and Training (SCERTs). These organizations are responsible for delivering continuous professional development programs that equip teachers with modern pedagogical techniques. Training encompasses experiential and competency-based learning approaches, alongside the integration of digital tools to facilitate teaching. Furthermore, educators receive updates on best environmental practices, ensuring they can effectively impart this knowledge to their students.

In addition to teacher training, the PM SHRI scheme addresses infrastructural gaps within schools. This includes ensuring access to essential facilities such as drinking water, appropriate furniture, computer rooms, science laboratories, and necessary lab equipment. The promotion of digital pedagogy is a key aspect of the initiative, facilitated through various ICT and digital initiatives. Schools are equipped with digital libraries featuring tablets loaded with educational content, Classroom Digital Boards, Smart Classrooms, and resources for digital content creation. These technological interventions also aim to assist teachers in overcoming language barriers, thus making education more inclusive.

The initiative further emphasizes environmental sustainability by introducing eco-friendly practices in schools, such as LED lighting, composting facilities, and the establishment of medicinal gardens. These efforts contribute to creating “green schools,” fostering an environmentally conscious mindset among students.

All components of the PM SHRI scheme are tailored according to the specific requirements identified by States, Union Territories, Kendriya Vidyalayas (KVS), and Navodaya Vidyalayas (NVS). This ensures that the implementation aligns with financial and programmatic norms while addressing the unique challenges faced by different educational institutions. Overall, the PM SHRI scheme represents a comprehensive approach to revolutionizing school education in India, focusing on quality, accessibility, and sustainability.
