The Pradhan Mantri Awas Yojana-Gramin (PMAY-G) program, initiated by the Ministry of Rural Development on April 1, 2016, aims to provide housing assistance to eligible rural households across India. As of March 2025, the government has set a target to construct 2.95 crore houses, with an additional 2 crore houses approved for the period from FY 2024-25 to FY 2028-29 to address the growing housing needs in rural areas.

Under the current guidelines, specific exclusion criteria are in place that filter out households based on certain parameters. Notably, families with a member earning more than ₹15,000 per month or owning more than 2.5 acres of irrigated land or 5 acres of non-irrigated land are automatically excluded from eligibility. This has raised concerns, particularly in regions like western Rajasthan, where agricultural dependence may not align with these land ownership thresholds.

Despite calls for reconsideration of these conditions to include more needy families, the Ministry has confirmed that there are no plans to amend the existing exclusion criteria. The ongoing Awaas + 2024 survey is aimed at identifying additional beneficiaries, but the current policy remains unchanged as of now.

BENEFICIARIES UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether it is true that as per the new service conditions a family with a member earning more than fifteen thousand rupees per month and a farmer having upto two and a half acres of irrigated land and upto five acres of non-irrigated land, will be eligible to get the benefit of Pradhan Mantri Awas Yojana-Gramin (PMAY-G), if so, the details thereof;

(b) whether the condition of upto two and a half acres of irrigated land and upto five acres of non-irrigated land is not appropriate for the people of western Rajasthan, dependent on agriculture; and

(c) whether the Government proposes to amend this condition of irrigated and non-irrigated land to provide the benefit of housing under Pradhan Mantri Awas Yojana to those needy people who are being excluded due to this condition, if so, the details thereof?

ANSWER

(a) to (c): No. The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016 to construct 2.95 crore houses by providing assistance to eligible rural households with basic amenities. The Union Cabinet in its meeting on 09.08.2024 approved 2 crore additional rural houses under PMAY-G to be constructed in the next five years from FY 2024-25 to FY 2028-29 to meet the additional housing requirements due to an increase in the number of families in rural areas across the country. The survey for the identification of additional eligible households is ongoing using the Awaas + 2024 mobile app. The initial timeline for completion of the Awaas+ 2024 Survey is 31.03.2025.

As per the modified exclusion criteria (approved by the Union Cabinet) for identification of additional beneficiaries under PMAY-G, all households living in houses with pucca roof and/or pucca wall and households living in houses with more than 2 rooms are filtered out. From the remaining set of households, all households fulfilling any one of the 10 parameters listed below are automatically excluded:

1. Motorised three/four-wheeler
2. Mechanised three/ four-wheeler agricultural equipment
3. Kisan Credit Card with credit limit of Rs 50,000/- or above
4. Household with any member as a Government employee
5. Households with non-agricultural enterprises registered with the Government
6. Any member of the family earning more than Rs 15,000/- per month
7. Paying income tax
8. Paying professional tax
9 Own 2.5 acres or more of irrigated land 10.Own 5 acres of more of unirrigated land.

At present there is no proposal under consideration of the Ministry for modifications in the exclusion criteria.
