The lack of infrastructure facilities in government schools has become a pressing issue, significantly impacting the quality of education and the overall learning environment for students. Many government schools across various regions are plagued by inadequate classrooms, insufficient sanitation facilities, and a lack of basic resources such as libraries, laboratories, and technology.
In numerous cases, overcrowded classrooms hinder effective teaching and learning, making it difficult for educators to provide personalized attention to students. Additionally, poor sanitation and hygiene conditions can pose serious health risks, further discouraging attendance and participation.
Moreover, the absence of essential facilities like sports grounds and recreational areas limits students’ physical development and extracurricular engagement, which are vital for holistic growth. This situation not only affects the academic performance of students but also diminishes their motivation to pursue education.
Addressing these infrastructural deficits is crucial for fostering a conducive learning environment. Investment in school infrastructure should be prioritized by government bodies, ensuring that all students have access to safe, well-equipped, and supportive educational settings. Improving infrastructure in government schools is essential for bridging the educational divide and promoting equitable opportunities for all learners.

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has conducted any survey to assess the availability of drinking water facilities and toilet facilities in Government schools in Haryana and Jharkhand, if so, the details thereof, district-wise especially in Sonipat in Lok Sabha Constituency Haryana and Dumka in Jharkhand;
(b) the percentage of Government schools which have computer related infrastructure and functional internet connection in above Constituencies;
(c) whether the Government has assessed the number of Government schools especially primary and upper primary schools which do not have swings benches for sitting purpose and playgrounds, etc., in there Lok Sabha Constituencies if so, the details thereof; and
(d) the reasons behind lack of adequate digital infrastructure in Government schools in Haryana and Jharkhand?

(a): The Department of School Education and Literacy (DoSEL), Ministry of Education has developed the Unified District Information System for Education Plus (UDISE+) system to record data on indicators of school education provided by all the States and Union Territories. As per UDISE+, district- wise percentage of government schools having drinking water, girl’s toilet and boy’s toilet facilities in Haryana and Jharkhand 2023-24 is at Annexure-I.
(b): As per UDISE+ 2023-24, percentage of government schools having computer and functional internet connection are given below:

(d): Education is in the Concurrent list of the Constitution and majority of the schools are under the administrative control of respective State Government and UT Administration. The Department of School Education and Literacy is implementing Samagra Shiksha- an Integrated Scheme for School Education from 2018-19. Samagra Shiksha is an overarching programme for the school education sector extending from pre- school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education. Samagra Shiksha is implemented in partnership with all the States and UTs and financial assistance is provided to all States and UTs including Haryana and Jharkhand. Like other components of Samagra Shiksha, the funds for ICT and Digital initiatives are released to State/UTs based on the proposal submitted by them in the Annual Work Plan and Budget (AWP&B). For internet connectivity, an advisory has been issued by the Department of School Education and Literacy, Government of India to all the States and UTs to enter into an MoU/ Agreement with BSNL and provide FTTH Internet connection to all the Government Schools which have computing devices.
ICT and Digital Initiatives component of Samagra Shiksha covers Government and Aided Schools having classes VI to XII. Under this component financial assistance is provided for establishing ICT Lab and Smart Classrooms in schools. 1,42,745 ICT Labs and 1,30,536 Smart Classrooms have been approved in the Government and Government Aided Schools since its inception
