HOUSING REQUIREMENT OF EWS, LIG AND MIG BENEFICIARIES

Will the Minister of Housing and Urban Affairs be pleased to state:

(a) the steps taken by the Government to address the housing requirements of the people belonging to Economically Weaker Sections (EWSs), Lower Income Group (LIG) and Middle Income Group (MIG) categories in urban areas;

(b) the number of houses approved, under construction and the number of houses completed under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) during each of the last three years and the current year;

(c) the targets set for constructing houses under the scheme in urban areas during 2025 to 2029;

(d) the details of houses occupied by beneficiaries, State-wise; and

(e) the measures taken by the Government to implement the scheme in a time-bound manner to expedite the completion of the approved houses?

(a)to(e) ‘Land’ and ‘Colonization’ are State subjects. Schemes related to housing in their respective areas are implemented by States/ Union Territories (UTs). However, Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide pucca house in urban areas across the country by providing Central Assistance to eligible beneficiaries of Economically Weaker Section (EWS), Low Income Group (LIG) and Middle Income Group (MIG) categories. Under PMAY-U, a total of 118.64 lakh houses have been sanctioned by the Ministry, which includes 98.76 lakh houses for EWS, 13.79 lakh for LIG and 6.08 lakh for MIG beneficiaries as on date.

Details of the number of houses sanctioned, under construction, and completed during each of the last three years is at Annexure-I. Details of houses sanctioned, grounded, completed, and occupied by beneficiaries State/UT wise is at Annexure-II. States/ UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline.

Based on 9 years of experience and learning from implementing PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). As on date, 29 States/UTs have signed Memorandum of Agreement (MoA) to implement PMAY-U 2.0 as per scheme guidelines. The operational guidelines of the PMAY-U 2.0 have been launched on 17.09.2024. The unified web portal for submitting online application and operational guidelines can be accessed at https://pmay-urban.gov.in.
