HOUSING FOR CENTRAL GOVERNMENT OFFICIALS
NO. 685. SHRI SAPTAGIRI SANKAR ULAKA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of Union Government officials currently residing in their entitled class houses and the number accommodated in houses below their entitlement;
(b) whether the current housing stock is sufficient to meet the need of all entitled officials of Union Government;
(c) the details of any shortfall in housing availability and the steps taken/being taken to address this issue; and
(d) the timeline set by the Government to ensure housing availability of all types for all entitled officials?
ANSWER

(a) to (d): As per Central Government General Pool Residential Accommodation Rules 2017, Central Government Officials are eligible for different types of Government Accommodation on the basis of their existing Grade pay/ basic pay. Allotment to General Pool Residential Accommodation to eligible government officials are made through online automated system of allotment through esampada portal. The allottees data fluctuates significantly, making it impractical to determine accurate figures due to the following reasons:
i. The allotment process is fully automated, on self selection basis, which makes the demand and supply flexible, allowing officers to update their profiles based on their requirements.
ii. Officials have the option to select houses according to their preferred type and locality.
iii. They may also opt for a house in a category below their entitlement, depending on their personal needs.
iv. Some officers opt not to update their profiles if they do not require an upgraded house. Consequently, the actual number of entitled officers cannot be determined with precision.
In view of the above, it is not feasible to ascertain the exact number of officers residing in houses of their entitled category or the number of allottees accommodated in lower-category houses.
