Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government has launched Atal Bhujal Yojana only in some panchayats of some States;
(b) if so, the details thereof;
(c) the reasons for not launching this scheme across the country despite the issue of depleting ground water becoming a matter of serious concern;
(d) whether the Government proposes to implement this scheme across the country;
(e) if so, the details thereof; and

(a) & (b) Yes, Govt. of India launched Atal Bhujal Yojana (ATAL JAL), a Central Sector Scheme with an outlay of Rs 6000 crore in identified water stressed areas of Seven States viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh and the same is being implemented from 01.04.2020 for a period of 5 years. The scheme focuses on community participation and demand side interventions for sustainable ground water management.
The scheme is being implemented through active participation of the communities in the participating States in various activities such as monitoring and disseminating ground water data, water budgeting, preparation of Gram Panchayat wise Water Security Plans having demand side as well as supply interventions proposed and their implementation through convergence of ongoing schemes and IEC activities related to sustainable groundwater management.

State wise details of number of districts, blocks/taluks and gram panchayats are shown in the table below:

(c) States for implementation of the scheme were finalized based on several criteria including status of ground water over-exploitation/water  stress conditions, hydro-geological conditions in addition to Institutional preparedness and readiness of the states.
(d), (e) & (f) The scheme is piloting approaches to participatory demand management of ground water in water stressed areas of water stressed states.
