ROSTER OF RESERVATION IN SINGLE POST
2696. SHRI BHAUSAHEB RAJARAM WAKCHAURE:
Will the PRIME MINISTER be pleased to state:
(a) whether the Government has taken or proposes to take any steps to implement the roster of reservation even in a single post so that the reserved category can get an opportunity to serve in the higher post of Head of Institutions/Organizations/PSUs; and
(b) if so, the details of the progress made so far in this regard?

(a) and (b): In pursuance of Hon’ble Supreme Court judgement in R.K. Sabharwal case, DoPT, vide O.M. dated 02.07.1997, has issued detailed guidelines regarding post-based reservation roster for implementation by the Ministries/ Departments and Organizations under it. The post-based reservation roster ensures that reservation for Scheduled Cates, Scheduled Tribes and Other Backward Classes is provided as per the reservation quota prescribed for them. As per the instructions issued by DoPT each Ministry/ Department is required to appoint an officer, not below the rank of Deputy Secretary, as Liaison Officer for SC/ST and OBC, in order to ensure compliance of the orders and instructions pertaining to reservation of vacancies in favour of backward classes.
With regard to reservation in single post cadre, the Hon’ble Supreme Court, vide its judgment dated 17.04.1998, in the case titled ‘Post Graduate Institute of Medical Education and Research Chandigarh vs. Faculty Association and Ors.’ Inter-alia observed, “….until there is plurality of posts in a cadre the question of reservation will not arise because any attempt of reservation by whatever means and even with device of rotation of roster in a single post cadre is bound to create 100% reservation of such post whenever such reservation is to be implemented.” Thus, Hon’ble Supreme Court held that there cannot be any reservation in a single post cadre. Accordingly, reservation is not provided in single post cadre.
The unreserved direct recruitment vacancies are open to all, including those reserved category candidates, who are selected on their own merit.
