Will the Minister of EDUCATION be pleased to state:
(a) the details of the admission in Kendriya Vidyalayas (KVs) under different quotas during the last three years, State-wise, particularly in Tamil Nadu;
(b)
the steps taken by Government to streamline the admission process in Kendriya Vidyalayas;
(c) whether the Government has scrapped any discretionary quota recently;
(d) whether the Government is considering any alternative arrangement in lieu of KV coupons/scrapped discretionary quota;
(e) if so, the details thereof and if not, the reasons therefor;
(f) whether Members of Parliament were informed/consulted about the scrapping of MP discretion; and
(g) the number of students admitted in Kendriya Vidyalayas through the discretionary quotas in the past five years?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF EDUCATION
(a) State / UT-wise details of the admissions in Kendriya Vidyalayas (KVs) under different quotas / special provisions, including Tamil Nadu, as per respective admission guidelines of Kendriya Vidyalaya Sangathan (KVS), during the last three years are annexed.
(b) KVs have a distinct character and are established to cater to educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Fresh admission to Class-I is done through an online application portal developed for this purpose. The entire process of fresh admission in Class-I such as submitting applications by the prospective parents, generation of provisional select list and wait list of candidates has been done through online application portal to streamline the admission process in KVs. This has enhanced transparency and elimination of human error.
(c) to (e). Every organization keeps revisiting its procedures and policies in order to bring qualitative changes in the system. Kendriya Vidyalaya Sangathan (KVS) has withdrawn some of the provisions that were discretionary such as quota of Hon’ble Minister of Education, Hon’ble Members of Parliament, Chairman, Vidyalaya Management Committee, Sponsoring Authority, etc. These quotas were over and above the sanctioned class strength and hence no seats have been freed. This will lead to maintaining a healthy pupil-teacher ratio (PTR) and also to achieve desired learning outcomes. There is no such proposal under consideration of the Government at present to bring about any alternative arrangement in lieu of KV coupons/scrapped discretionary quota.
(f) The matter of increasing and withdrawing of the discretionary quota of Hon’ble Members of Parliament have been raised in both the Houses under Rule 377, Zero Hour etc. and suitable reply to these matters has been given to the Hon’ble Members of Parliament from time-to-time.
(g) The number of students admitted in Kendriya Vidyalayas through the discretionary quotas in the past five years is under:-
