Empowering Tribal Villages: The Impact of Pradhan Mantri Adi Adarsh Gram Yojana in Jharkhand
The Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY) is a significant initiative aimed at fostering the holistic development of tribal villages in India, with a particular focus on states like Jharkhand. Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the aims and objectives of the Pradhan Mantri Adi Adarsh Gram Yojana and the manner in which this scheme is likely to contribute to the development of tribal villages of Jharkhand and Maharashtra, district-wise;
(b) the number of the villages identified under the said scheme in Jharkhand, district-wise;
(c) the specific infrastructure improvements being targeted for these villages;
(d) the manner in which the social and financial improvement for the tribal community is likely to be ensured through the said scheme; and
(e) the changes likely to be made in their lifestyle through the said scheme

(a) to (c): ‘Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY)’ was launched by Govt for integrated development of eligible villages with 50% tribal population and 500 STs across States / UTs selected for undertaking development activities through convergence approach. An amount of Rs.20.38 lakh per village (Rs 7276 cr for 36,428 villages) was earmarked under the scheme by the Ministry of Tribal Affairs and the States were required to make Village development plan with convergence of Central STC (Schedule tribe component) and State TSP (Tribal Sub Plan) funds available with sectoral Central Govt Ministries and State Govt. In the VDP, the aim is to address gaps with regard to basic amenities identified through Antodaya Mission, in each selected village like Road connectivity, Telecom connectivity (Mobile /internet), School, Anganwadi Centres, Health Sub- Centre, Drinking water and electricity. As on date 17,656 VDPs have been approved across country and total funds released till date amounts to Rs.2363.48 Cr including the State of Maharashtra and Jharkhand. In Jharkhand 641 VDPs has been approved and an amount of Rs. 134.47 Crore has been released till date. The total no. 3891 identified villages under 23 districts of Jharkhand is as per Annexure I.
(d) & (e): The PMAAGY Schemes aims to have holistic development of tribal community utilizing the funds under different schemes of the GoI and State with funds available under the scheme through convergence . Based on learning of success of Pradhan Mantri Janjati Adivasi Nyaya Maha AbhiyaN (PM JANMAN) ,Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) has been launched which will cover more than 63000 villages including the
villages covered under PMAAGY. The DA-JGUA envisions the comprehensive development of tribal areas and communities by addressing critical gaps in infrastructure, healthcare, education, and livelihoods. Through a coordinated approach and convergence of various Government of India schemes, the mission aims to ensure holistic, sustainable, and inclusive growth, empowering tribal communities to thrive and flourish in a saturation mode. The State wise villages covered under DA-JGUA including villages of Jharkhand and Maharashtra is given in Annexure-II.
These villages are now covered under DA-JGUA, which is more structured version of PMAAGY with dedicated convergence of funds and saturation for key interventions from line Ministries and State departments. It envisages providing dedicated funds for multi-sectoral interventions through convergence of specific schemes of line Ministries. With launch DA-JGUA Scheme, gaps observed under PMAAGY are being addressed.
