Appointment of SC/ST candidates in IITs, IIMs and AIIMS
1071. Dr. Alok Kumar Suman:
Will the Minister of Education be pleased to state:
(a) whether it is a fact that candidates belonging to Scheduled Castes and Scheduled Tribes are deliberately not given appointment for teaching staff in IITs, AIIMS, IIMs and other Central Government Premier Institutions of the country;
(b) if so, the details thereof;
(c) the number of candidates belonging to Scheduled Castes and Scheduled Tribes have Not Found Suitable (NFS) for the posts in teaching staff in the above Institutions during the last ten years;
(d) whether the Government has made any regulation to ensure appointment of Scheduled Castes and Scheduled Tribes candidates in these institutions, if so, the details thereof; and
(e) the details of the legal action initiated against the violators of rules in the appointment of Scheduled Castes and Scheduled Tribes in teaching staff?

(a) to (e) The Central Higher Education Institutions (CHEIs) under Ministry of Education (MoE) including Indian Institutes of Technology (IITs) and Indian Institutes of Management (IIMs) are statutory autonomous organizations established under respective Central Acts of Parliament and governed by provisions of the Acts/Statutes/Ordinances/Regulations made thereunder. As autonomous institutions, faculty recruitment is done within the institutions itself, in accordance with their respective Acts and Regulations and also in accordance with Central Educational Institutions (Reservation in Teachers Cadre) Act, 2019. The recruitment powers vest with the respective Board of Governors (BoGs)/Executive Committee/Board of Management and no active role of the Ministry is involved therein.
Occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to promotion, retirement, resignation, death, opening of new institutions, schemes or projects, and additional requirements on account of enhanced students’ strength and expansion of capacity in existing institutions.
The Government notified the Central Educational Institutions (Reservation in Teachers Cadre) Act, 2019 on 09.07.2019 to provide for the reservation of posts in appointments of persons belonging to the Scheduled Castes, the Scheduled Tribes, the socially and educationally backward classes and the economically weaker sections, to teachers’ cadre in these CHEIs. The reservation is provided in teachers cadre to the extent of 15% for SCs, 7.5% for STs, 27% for socially and educationally backward classes and 10% for economically weaker sections, as per notification dated 12.7.2019 issued in pursuance of the said Act.
In August, 2021, all CHEIs under MoE were requested to undertake special drive to fill backlog vacancies in their institutions in Mission Mode. The CHEIs undertook special recruitment drives to fill the vacancies including of Scheduled Castes (SCs) and Scheduled Tribes (STs). MoE has also exhorted all the CHEIs to fill up the vacancies in Mission Mode. From September 2022, IITs and IIMs have also undertaken Mission Mode recruitment drive to fill the vacancies including those of SC and ST. Up to 23.12.2024, a total number of 26,751 posts have been filled up by all CHEIs in Mission Mode, including 15,637 faculty positions. A total number of 7239 vacancies have been filled up by IITs and IIMs collectively, out of which 3027 are faculty positions including 276 SC and 52 ST.
All India Institute of Medical Sciences (AIIMS) have been established by an Act of Parliament and under the administrative control of the Ministry of Health and Family Welfare. As per information provided by the Ministry of Health and Family Welfare, AIIMS Delhi has advertised 172 & 270 faculty posts and filled up 22 & 40 SC/ST posts in the year 2018-19 and 2021-22 respectively.
