NO. 49. SHRI ANAND BHADAURIA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has any recent data regarding homeless people in urban areas in the country;
(b) if so, the details thereof, State-wise;
(c) if not, the basis of formulating PMAY 2.0 ‘Housing for All’ Mission w.e.f. 1st September, 2024; and
(d) the number of houses targeted to be constructed for urban homeless people during the years 2024-25 and 2025-26 along with the achievements made thereon during the current financial year till 31st January, 2025, State and year-wise?

STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 49* FOR 06.02.2025 REGARDING HOUSING FOR ALL MISSION
(a) & (b): ‘Land’ and ‘Colonisation’ are State subjects and data of homeless people living in cities are to be maintained by the concerned States/Union Territories (UTs). Cities conduct their own third party survey of homeless under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) Scheme. Census of India conducts enumeration of population in the country on decadal basis including homeless people. As per Census of India 2011, a total of 9,38,348 people were homeless in urban areas of the country.
(c) & (d): Based on the learning from the experiences of 9 years implementation of Pradhan Mantri Awas Yojana – Urban (PMAY-U), Ministry of Housing and Urban Affairs has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).
PMAY-U 2.0 is a demand driven scheme. Therefore, no specific target has been fixed for the years 2024-25 and 2025-2026. As per the scheme guidelines, selection of beneficiaries, formulation of projects and execution is done by States/UTs. After demand assessment and verification, States/UTs prepare project proposals and after approval of State Level Sanctioning and Monitoring Committee (SLSMC), these are submitted to the Ministry for sanctioning of admissible Central Assistance by Central Sanctioning and Monitoring Committee (CSMC). Moreover, in-principle approval of more than 6 lakh houses have been provided to 29 States/UTs which have signed MoA to implement PMAY-U 2.0 for eligible beneficiaries including homeless.
Additionally, the Government also supported Shelter for Urban Homeless (SUH) under DAY-NULM to ensure availability and access of the urban homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation, safety and security.
