Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government has any data regarding number of old age homes functioning in the country;
(b) if so, the details of old age homes in the country during the last ten years, year-wise and State-wise
(c) whether there is any guidelines for setting up of old age homes, if so, the details thereof;
(d) whether the Government is providing financial assistance for setting up of old age homes; and
(e) if so, the details of such assistance provided during the last ten years, year-wise;

(a) to (c): The Ministry of Social Justice and Empowerment is implementing Integrated Programme for Senior Citizens (IPSrC), a component of Atal Vayo Abhyuday Yojana (AVYAY), under which grants-in-aid is provided to NGOs Noluntary Organizations for running and maintenance of Senior Citizens Homes(old age homes), Continuous Care Homes, etc. Facilities like shelter, nutrition, Medicare and recreational activities are provided free of cost to the indigent senior citizens living in such homes. The details of Old Age Homes provided financial assistance during the last ten years, year-wise and State-wise is at Annexure-1.
The details of the guidelines for setting up Old Age Homes are placed at Annexure-11.
(d) to (e): The details of financial assistance provided during the last ten years is at Annexure-111.

Annexure-11
Annexure referred to in reply to part (c) of Lok Sabha Unstarred Question No. 3571 to be answered on 17.12.2024 raised by Sh. Anto Antony, Hon’ble MP regarding “Number of Old Age Homes”
Grant in aid for Old Age Homes is provided under Integrated Programme for Senior Citizens (IPSrC), a component of Atal Vayo Abhyuday Yojana (AVYAY) Scheme. The provisions under the Scheme guidelines are as under:
(i) All fresh/new proposals for sanction of projects under the Scheme shall be submitted online on the E-anudaan portal of this Ministry (http://www.grants-msje.gov.in/ ) in the prescribed proforma along with relevant documents within the timeline as prescribed by the Department from time to time.
(ii) As soon as the proposal is uploaded on E-anudaan portal, it would be available at Central Ministry level as well as at District Administration I State Government level for examining the proposals at their level. District Administration/State Government shall recommend such New/Fresh proposal along-with Inspection reports within the timeline as prescribed by the Department from time to time.
(iii) All New/Fresh proposals received on E-anudaan portal within the stipulated timeline, shall ONLY be considered by the Screening Committee constituted for this purpose in the Ministry.
(iv) The new proposals received will be assessed and recommended on based on the funds availability.
(v) After approval of recommendations of the Screening Committee and concurrence of the Finance Division, sanction orders shall be issued by the programme division in one-lot, by each year and grants should be released within the timeline as prescribed by the Department from time to time.
(vi) Total annual grant shall be released in two equal half yearly instalments within the specified time limit (July and December). Second instalment shall be released after receipt of report of the PMU/other agencies entrusted with that task and submission of requisite documents by the organization.
(vii) Recurring Grant-in-aid shall also be given to the Implementing Agencies, which have been recommended by the Selection Committee, along-with the non-recurring GIA from the date of approval of the Secretary, DoSJ&E. Recurring Grant shall be based on the beneficiaries served in a particular month on actual basis.
