HOUSING FOR ALL UNDER PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government maintains any data regarding providing housing for all under the Pradhan Mantri Awas Yojana – Urban (PMAY-U);

(b) if so, the details of the houses completed and allotted to beneficiaries in various States/UTs including Dadra & Nagar Haveli, Madhya Pradesh and Maharashtra particularly Mumbai under the said yojana during the last five years and the current year;

(c) the details of the funds allocated and utilised during the said period and the sharing pattern of Central and State assistance in this regard;

(d) the details of the projects presently under construction in Dadra & Nagar Haveli, Madhya Pradesh and Maharashtra including Mumbai along with the timeline fixed for completion of the pending projects; and

(e) whether the Government proposes or has any proposal under consideration to provide housing to the landless people of Dadra and Nagar Haveli under the said scheme and if so, the details thereof?

STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 46* FOR 28.11.2024 REGARDING ‘HOUSING FOR ALL UNDER PMAY- U’

(a)to (e): Yes, Sir. The Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).

Government of India provides its fixed share as Central Assistance of ₹1.0 lakh under ISSR, ₹1.5 lakh for AHP and BLC verticals of PMAY-U. The remaining cost of the house as per Detailed Project Report (DPR) is shared by States/Union Territories (UTs)/Urban Local Bodies (ULBs)/Beneficiaries. Different States/UTs contribute different State shares as per their policy. Under CLSS vertical, an interest subsidy up to ₹2.67 lakh per house was provided for beneficiaries of Economically Weaker Sections (EWS)/Low Income Group (LIG) and Middle Income Group (MIG) category. This Ministry sanctions project proposals based on the DPRs along with project cost prepared by the implementing agencies of States/UTs.

Based on the project proposals submitted by States/UTs, a total of 118.64 lakh houses have been sanctioned by the Ministry, out of which 114.30 lakh have been grounded and 88.02 lakh are completed/delivered to the beneficiaries across the country as on 18.11.2024. The remaining houses are at different stages of construction. The scheme has been extended till 31.12.2024, except for CLSS vertical of the scheme, to complete all the houses sanctioned without changing the funding pattern and implementation methodology.

The details of the houses sanctioned, grounded, completed/delivered to the beneficiaries in various States/UTs including Dadra & Nagar Haveli, Madhya Pradesh and Maharashtra including Mumbai under PMAY-U along with Central Assistance sanctioned and utilized during last five years and the current year are at Annexure. The Ministry has sanctioned all the projects under PMAY-U submitted by

Dadra and Nagar Haveli and there is no proposal pending for sanctioning. MoHUA maintains data through PMAY-U dashboard (https://dashboard.pmay-urban.gov.in) to monitor physical and financial progress of the mission at National/States/Districts/ULBs level. Hon’ble Member of Parliaments (M.Ps.) may access and review the progress of constituency on the dashboard using [email protected] email as login.

Learning from the experiences of PMAY-U, MoHUA has launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 to provide Central Assistance to one crore additional households to construct, purchase and rent a house at affordable cost in urban areas across the country through four verticals i.e. Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). As on date, 29 States/UTs have signed Memorandum of Agreement (MoA) to implement PMAY-U 2.0 as per scheme guidelines.
