Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the number of houses sanctioned under the new phase of Pradhan Mantri Awas Yojana Gramin along with the number of beneficiaries under the said scheme, State-wise;
(b) whether the said scheme is fulfilling its intended objective in identifying the targeted beneficiaries;
(c) the details of houses sanctioned in Bihar under the new phase of PMAY-G, District-wise; and
(d) whether the scheme is achieving its intended objective in identifying the eligible beneficiaries, if so, the details thereof?

(a): The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016 to construct 2.95 crore houses by providing assistance to eligible rural households with basic amenities. The Union Cabinet has approved the extension of the PMAY-G for constructing additional 2 crore rural houses in the next five years from FY 2024-25 to FY 2028-29 to meet the arising housing requirements due to increase in the number of families in rural areas across the country. The State- wise details of houses sanctioned under the new phase of Pradhan Mantri AwaasYojana – Gramin for FY 2024-25 is at Annexure-I.
(b) & (d): Yes, to ensure that assistance is targeted at those who are genuinely deprived and that the selection is objective and verifiable, the beneficiaries under PMAY-G are identified using housing deprivation parameters given in the Socio Economic and Caste Census (SECC), 2011 data. The SECC data captures specific deprivation related to housing among households. Using the data the houseless and households living in 0, 1 and 2 room with kutcha wall and kutcha roof houses have been segregated and targeted. The final selection of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 and due verification by the respective Gram Sabha’s and completion of an Appellate Process. The number of eligible beneficiaries (of the earlier Phase i.e. till 2023-24) available through SECC database currently stands at 2.04 crore (approx.). The Government conducted Awaas+ survey during January 2018 to March 2019 to identify those beneficiaries which claimed to have been left out under the SECC 2011 survey and thus prepared an additional list of potential beneficiaries. To fill the gap of approx. 91 lakhs (2.95 crore – 2.04 crore), Awaas+ data is being utilized. With the approval of the Union Cabinet, dated 09.08.2024, additional 2 crore rural houses are to be constructed during FY 2024-25 to FY 2028-29. The remaining eligible beneficiaries from the finalised Awaas+2018 will be used for this purpose. To meet the additional requirement and achieve the target of 2 crore houses, a nationwide Awaas+ survey is also being conducted in 2024 for identification of additional households as per the modified exclusion criteria of the PMAY-G.
(c) The district wise details of houses sanctioned in Bihar under the new phase of PMAY-G for FY 2024-25 are at Annexure-II.
