Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has formulated any plan to provide pucca house to all poor people;
(b) if so, the details thereof; and
(c) the target in number set by the Government to build houses under the Pradhan Mantri Awas Yojana by the Government in the rural areas with the Budget of 2022-23?

(a) & (b): In order to achieve the objective of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016 to provide assistance to eligible rural households with basic amenities to provide pucca houses with cumulative target of 4.95 crore houses by March, 2029. As on 12.12.2024, a total target of 3.33 crore houses have been allotted to the States/UTs, out of which 3.22 crore houses have been sanctioned and 2.68 crore houses have been completed.
Under PMAY-G to ensure that assistance is targeted to those who are genuinely deprived and that the selection is objective and verifiable, the beneficiaries under PMAY-G are identified from Socio- Economic Caste Census (SECC) 2011 based Permanent Wait List (PWL) and finalised Awaas+ (2018) survey lists (after updation). The SECC data captures specific deprivation related to housing among households. Using the data the houseless and households living in 0, 1, and 2 room with kutcha wall and kutcha roof houses have been segregated and targeted. The final selection of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under the Socio-Economic Caste Census (SECC) 2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process. The Union Cabinet has approved for the construction of 2 crore more rural houses in the next 5 years i.e., FY 2024-25 to FY 2028-29, under PMAY-G. The Ministry has also initiated the exercise for identification of additional eligible households for providing benefits under the scheme. To ensure transparency, the Ministry of Rural Development has introduced a “Self-survey option”, significantly broadening the outreach and ensuring the inclusion of all beneficiaries so that no eligible beneficiary is left behind to get the benefits of the scheme. Further, to ensure inclusiveness, the exclusion criteria with regard to mechanised two wheelers, mechanised fishing boat, landline phone and refrigerator have been deleted. Further, the income criteria has also been enhanced from Rs 10000 per month to Rs 15000 and the land related criteria have been simplified.
(c): For the year 2022-23, a total target of 23,22,614 houses was allocated to the States/UTs and a total of 57,72,940 houses (including completion of houses from the previous years’ target) were completed. Further, a budget of Rs, 48,422 Crore budget was allocated for PMAY-G, and Rs 44,962 crore fund was released as Central share and the utilisation was Rs 57,952.60 crores.
