CONSTRUCTION OF NEW CANCER HOSPITAL
SHRI MANISH JAISWAL:
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the status of the hospitals being constructed for the treatment of Cancer in the country;
(b) the measures taken/proposed to be taken to construct a new Cancer Hospital in Jharkhand; and
(c) the steps taken/proposed to be taken to prevent the rising cases of Breast Cancer among women in Jharkhand?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 63 FOR 29TH NOVEMBER, 2024
(a) The Central Government implements the Strengthening of Tertiary Cancer Care Centers Facilities Scheme in order to enhance the facilities for cancer care at tertiary level. Under this scheme, 19 State Cancer Institutes (SCIs) and 20 Tertiary Cancer Care Centers (TCCCs) have been approved. 14 SCIs and 18 TCCCs are functional and offering patient care services.
The status of SCIs and TCCCs is at Annexure –I.
National Cancer Institute at Jhajjar (Haryana) and second campus of Chittaranjan National Cancer Institute, Kolkata, have also been set up with state-of-art diagnostic, advanced radiation, medical and surgical care facilities.
(b) In Jharkhand, State Cancer Institute at Rajendra Institute of Medical Sciences (RIMS), Ranchi is approved under the Strengthening of Tertiary Cancer Care Centres Facilities Scheme for a total amount of ₹51 Crore which includes Central share of ₹30.6 Crore. The State Government of Jharkhand has informed that currently, cancer treatment facilities are available in Rajendra Institute of Medical Sciences, Ranchi. Also, one All India Institute of Medical Sciences (AIIMS) has been approved at Deoghar under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) which has a functional Oncology Department with In-Patient Department (IPD) beds. The RIMS, Ranchi was also upgraded under PMSSY by way of construction of Super Specialty Block which has Oncology Department and is functional.
(c) The Department of Health and Family Welfare, Government of India, provides technical and financial support to the States and Union Territories including Jharkhand under the National Programme for Prevention and Control of Non Communicable Diseases (NP-NCD) as part of National Health Mission (NHM). The programme focusses on strengthening infrastructure, human resource development, early diagnosis, referral to an appropriate level of healthcare facility for treatment and management and health promotion and awareness generation for prevention, of Non-Communicable Diseases (NCDs) including breast cancer.
A population-based initiative for screening, management and prevention of common NCDs including breast cancer has been rolled out as a part of comprehensive Primary Health Care in the country under NHM. Screening of these common NCDs is an integral part of service delivery.
Further initiatives for increasing public awareness about NCDs including breast cancer and for promotion of healthy lifestyle include observation of National Cancer Awareness day, use of print, electronic and social media for continued community awareness.
National NCD Portal has been rolled out by the Government of India in 2018 under NP-NCD for NCD screening and management and ensuring continuum of care for five common NCDs including breast cancer of population of 30 years and above.
The State Government of Jharkhand has informed that various service providers [Sahiya {Accredited Social Health Activist (ASHA)}, Auxiliary Nursing Midwife (ANM), Community Health Officer (CHO) and Medical Officers] have been trained for breast cancer risk assessment and screening for breast cancer. State Medical Colleges also have screening facilities for breast cancer. Special campaigns are held at periodic intervals at the facility level for awareness generation and screening of breast cancer. Screening for breast cancer is done at Ayushman Arogya Mandir (AAM), all Primary Health Centres (PHCs), all Community Health Centres (CHCs) and District Hospitals (DH) for early detection, on Out Patient Department (OPD) basis. As per National NCD Portal, as on 23rd November 2024, 17,29,100 females aged 30 years and above have been screened for Breast Cancer in Jharkhand.
