Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of the criteria fixed by the Government for allotment of low cost houses to the beneficiaries of SC/ST category under various urban housing schemes;

(b) the number of houses allotted to the said beneficiaries under the said schemes during the last three years and the current year, year-wise;

(c) whether low-cost houses constructed under different urban housing schemes are lying vacant across the country and if so, the details thereof, State/UT-wise along with the reasons therefor;

(d) the number of housing units required out of the number of houses sanctioned so far for construction;

(e) the details of the timeline for completion and handing over of such houses, phase-wise; and

(f) the amount of funds allocated and spent on the maintenance and construction of residential projects approved by the Government for providing housing in urban areas of the country during the last three years and the current year, year-wise?

(a) to (f): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes related to affordable housing are implemented by States/Union Territories (UTs). However, Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide pucca house in urban areas across the country through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).

The selection of beneficiaries under AHP/ISSR/BLC components is done by the States/UTs Governments through their Implementing Agencies/Urban Local Bodies (ULBs) and selection under CLSS is done by the Central Nodal Agencies (CNAs)/Banks/Housing Finance Companies on the basis of eligibility criteria as under:

  • Not owning pucca house in his/her name or any other family member’s name, anywhere in India.
  • For BLC/ISSR/AHP vertical, the beneficiary must belong to Economically Weaker Section (EWS) category.
  • Beneficiary of Low Income Group (LIG) and Middle Income Group (MIG) category were considered for CLSS. CLSS for MIG ended on 31.03.2021 and CLSS for EWS/LIG ended on 31.03.2022.

PMAY-U aims to provide all-weather pucca house with basic amenities to all eligible urban households of the country. Further, preference is given to Manual Scavengers, Women (with overriding preference to widows, single women), persons belonging to Scheduled Castes/Scheduled Tribes/Other Backward Classes, Minorities, Persons with disabilities and Transgenders.

A total of 3.13 lakh, 1.83 lakh and 1.02 lakh houses have been sanctioned to the beneficiaries of SC/ST during FY 2021-22, 2022-23 and 2023-24 respectively.

PMAY-U is a demand driven scheme and Government of India has not fixed any targets. Based on project proposals submitted by the State/UT Governments under PMAY-U, as on 29.07.2024, a total of 118.64 lakh houses have been sanctioned by the Ministry, out of which 114.40 lakh have been grounded, of which 85.43 lakh are completed and 81.67 lakh are occupied. The remaining houses are at different stages of construction. States/UTs are encouraged to improve occupancy of houses under AHP/ISSR verticals of PMAY-U by providing civic infrastructure and ensuring allotment to beneficiaries on priority. The construction period of projects under AHP/ISSR verticals is between 12-36 months from the date of approval. The Ministry conducts rigorous review on monthly basis with States/UTs to complete the remaining houses within the stipulated timeframe. However, the scheme has been extended till 31.12.2024, except for CLSS vertical of the scheme, to complete all the houses sanctioned without changing the funding pattern and implementation methodology.

The State-wise details of houses sanctioned, grounded, completed and occupied along with Central Assistance approved and released under all verticals of PMAY-U since its inception is at Annexure.

Under PMAY-U, Central Assistance is released to States/UTs only for construction of residential projects/units and maintenance of these Projects/ Units are looked after by States/UTs/ULBs/Individuals.
