BUDGET ALLOCATION FOR HOUSING PROJECTS

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the key/notable features and budget allocation for urban housing projects, project-wise;

(b) the total number of housing units sanctioned and constructed under the said projects during the last three months along with tier-2 and tier-3 cities in Uttar Pradesh and Maharashtra; and

(c) the details of the measures taken/being taken by the Government to ensure the quality and sustainability of these housing units?

(a) to (c): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide all-weather pucca houses to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In- Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).

Based on project proposals submitted by the State/UT Governments under PMAY-U, a total of 118.64 lakh houses have been sanctioned by the Ministry, out of which 114.40 lakh have been grounded and 85.43 lakh are completed/delivered to the beneficiaries in urban areas as on 29.07.2024. Central Assistance of ₹2 lakh crore has been approved under the scheme, of which ₹1.64 lakh crore have been released to States/UTs/Central Nodal Agencies (CNAs).

As per the PMAY-U scheme guidelines, it is envisaged that the States/UTs would engage Third Party Quality Monitoring Agencies (TPQMA) to ensure quality of construction under various components of the Mission by visiting the project site from time to time and advise States/UTs and Urban Local Bodies (ULBs) on quality related issues. On the basis of quality assurance report by such agencies and also reports of their own technical staff, States/UTs and ULBs are mandated to take both preventive and curative measures to ensure that standard quality houses, and infrastructure. Under the scheme, it is also prerequisite for States/UTs to submit Action Taken Reports (ATRs) on the recommendations of TPQMA duly approved by State Level Sanctioning and Monitoring Committee (SLSMC) for release of 2nd and 3rd installments of Central Assistance.
