Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) the number of beneficiaries who have availed financial assistance under Pradhan Mantri Rojgar Yojana (PMRY) in Andhra Pradesh, district-wise, particularly in Vizianagaram district, during the last five years;

(b) the number of PMRY beneficiaries in Andhra Pradesh, district- wise, particularly in Vizianagaram district, who received skill development training, categorized by the type of skills imparted, over the past five years;

(c) the measures to promote and support PMRY beneficiaries in Vizianagaram district, focusing on their sustainable livelihood and enterprise success; and

(d) the steps taken by the Government to address the rising cases of youth suicides in Vizianagaram district, particularly due to financial distress and unemployment among youth?

(a) to (d): Pradhan Mantri Rozgar Yojana (PMRY) has been discontinued after 2007-08. Government of India, through Ministry of Micro, Small and Medium Enterprises, has introduced the Prime Minister’s Employment Generation Program (PMEGP) in 2008-09 by merging the then existing employment generation programmes namely Rural Employment Generation Programme (REGP) and Pradhan Mantri Rozgar Yojana (PMRY).

Ministry of MSME, through Khadi and Village Industries Commission (KVIC), is implementing Prime Minister’s Employment Generation Programme (PMEGP) for assisting entrepreneurs in setting up of new enterprises in the non-farm sector. It aims to provide employment opportunities to traditional artisans/ rural and urban unemployed youth at their doorstep.

PMEGP being a Central Sector Scheme assists General Category beneficiaries with Margin Money (MM) subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to Special Categories such as Scheduled Castes, Scheduled Tribes, OBCs, Minorities, Women, Ex-servicemen, Physically Handicapped, Transgenders, beneficiaries belonging to Northeastern Region, Hill and Border areas, and Aspirational Districts, the Margin Money subsidy is 35% in rural areas and 25% in urban areas. The maximum cost of project is Rs. 50 lakhs in the manufacturing sector and Rs. 20 lakhs in the service sector.

Also, own contribution of beneficiaries under Special Category including women is 05% and 10% for General Category beneficiaries.

Since 2018-19,existing PMEGP/REGP/MUDRA enterprises are also supported based on past good performances with 2nd loan for upgradation and expansion. Under 2nd Loan, maximum project cost admissible for Margin Money (MM) subsidy under Manufacturing sector is Rs. 1.00 crore and for Service sector is Rs. 25 lakhs. Eligible subsidy on 2nd loan for all categories is 15% of project cost (20% for NER & Hill States).

The performance of PMEGP in Andhra Pradesh during last 5 years in terms of No. of Units Assisted, Margin Money subsidy disbursed and Estimated Employment Generated is at Annexure-I.

District-wise PMEGP performance in Andhra Pradesh during FY 2019-20 to 2023-24 in terms of No. of Units Assisted, Margin Money subsidy disbursed and Estimated Employment Generated is at Annexure-II.

Under the Prime Minister Employment Generation Programme (PMEGP) Scheme, all beneficiaries are mandatorily provided with Entrepreneurship Development Program (EDP) training through online/offline mode before setting up their units. The number of EDP Trainings provided to PMEGP beneficiaries during the last 5 years in Andhra Pradesh, district-wise is at Annexure-III.

The following steps are being taken by the Government all over the country including the said districts to include more beneficiaries and creation of employment:

  • Maximum project cost admissible has been enhanced from Rs. 25 Lakhs to Rs. 50 Lakhs for Manufacturing sector and from Rs. 10 Lakhs to Rs. 20 Lakhs for Service sector.
  • Applicants from Aspirational districts and Transgenders have been included in Special Category.
  • Industries related to Animal Husbandry like dairy, poultry, aquaculture, insects (bees, sericulture, etc.) have been allowed under the scheme.
  • COVID years i.e., FY2020-21 and FY2021-22 have been exempted while considering profitability of existing PMEGP/ REGP/ MUDRA units applying for 2nd Loan under PMEGP.
  • No mandatory EDP for project cost up to Rs. 2 lakh and shorter period of training (up to 5 days) for projects up to Rs. 5 lakh.
  • Awareness camps, workshops and exhibitions at all levels are being organized for creating awareness about the scheme among the prospective entrepreneurs.
  • Publicity of PMEGP scheme through print and electronic media.
  • A two-day free online Entrepreneurship Development Programme (EDP) for prospective entrepreneurs.
  • Webinars are organized on various activities for setting up of micro-enterprises on every Sunday to create awareness among the youth and prospective entrepreneurs.
  • Radio jingles in regional languages have been made to create awareness of the scheme.
